Monrovia, Liberia: Liberia’s Ministry of Justice has finally spoken after former Finance Minister Samuel D. Tweah Jr. was found not guilty in the much-talked-about US$6.2 million case linked to national security money.

Speaking Tuesday during a press conference, Attorney General and Justice Minister Cllr. N. Oswald Tweh said the government respects the decision made by the court, even though many Liberians have shared different opinions about the ruling.

The statement came shortly after Criminal Court “C” cleared Samuel Tweah of all major charges connected to the case.

The government had accused Tweah and several former officials of wrongly handling more than US$6.2 million and over LD$1 billion that were meant for national security work during the administration of former President George Weah.

The charges included economic sabotage, money laundering, criminal conspiracy, and theft of property.

After a long court trial, the jury found Tweah not guilty on the main charges. Other people linked to the case reportedly received different rulings, while some decisions were not completed.

The court ruling has caused mixed reactions across Liberia. Supporters of the former officials believe the case was weak from the beginning. Others believe prosecutors failed to properly handle one of the country’s biggest corruption cases in recent years.

During the press briefing, Justice Minister Oswald Tweh said the government’s fight against corruption is still ongoing. He said authorities will continue to follow the law in holding people accountable.

Many political and legal observers now see the case as an important test for Liberia’s justice system and the anti-corruption efforts under President Joseph Boakai.

MONROVIA, LIBERIA — May 12, 2026: The Government of Liberia through the Civil Service Agency (CSA) has officially integrated 304 workers of ELWA Hospital into the National Payroll System, alongside the disbursement of over US$104,000 for April 2026 salaries, following a government intervention aimed at stabilizing payroll operations, addressing long-standing labor unrest, and reinforcing accountability within the health sector after months of financial and operational strain at the facility.

‎The intervention is rooted in a sustained period of labor tension at ELWA Hospital, where workers’ grievances escalated over time into coordinated actions that exposed deep structural weaknesses in salary administration, benefit management, and working conditions, ultimately prompting state-level engagement to prevent further disruption of essential health services.

‎The most significant escalation occurred on Monday, October 6, 2025, when doctors, nurses, and support staff staged a major strike that brought hospital operations to a standstill for nearly five hours after blocking the main entrance, an action that was later suspended following the intervention of Health Minister Dr. Louise M. Kpoto, who assured workers that a resolution would be pursued within two weeks.

‎Although that protest marked a turning point, it was not an isolated event, as the grievances were described as long-standing, stretching back several years and reflecting persistent challenges tied to unpaid salaries, delayed benefits, and broader payroll inconsistencies affecting hospital personnel.

‎Earlier developments in 2025 also contributed to the atmosphere of unrest, including a March 17, 2025 incident at ELWA Hospital that involved a separate protest led primarily by citizens demanding justice for a patient, illustrating additional pressure points surrounding service delivery at the facility beyond labor-related concerns.

‎By December 2025, the situation intensified further when health workers across Liberia, including those at ELWA Hospital, issued warnings of potential nationwide strikes if salary reclassification and equity demands were not addressed, signaling a widening scope of dissatisfaction within the sector.

‎The workers’ union, under the theme “Enough Is Enough,” outlined several core grievances driving the unrest, including years of unpaid salaries and arrears, allegations of discrepancies in social security contributions involving NASSCORP deductions that were reportedly not remitted, and deteriorating working conditions characterized by shortages of essential medical supplies, leaking infrastructure, and outdated equipment.

‎Transport challenges were also cited, particularly the absence of functional staff buses and ambulances, conditions that further strained service delivery and contributed to declining morale among health workers at the facility.

‎‎The Civil Service Agency has since linked its recent payroll integration initiative directly to this cycle of unrest, describing the intervention as a corrective measure designed to stabilize salary payments, restore administrative order, and prevent further disruption in healthcare delivery.

‎‎Speaking during the Ministry of Information regular press briefing in Monrovia on Tuesday, May 12, 2026, the Director General of the Civil Service Agency, Josiah Joekai confirmed that the integration of 304 ELWA Hospital workers has been fully completed in collaboration with the Ministry of Finance and Development Planning and the Ministry of Health, emphasizing that the process reflects a coordinated government response to entrenched payroll challenges.

‎‎“The process has been completed. The Civil Service Agency worked with the Ministry of Finance and Development Planning and the Ministry of Health. Today, I am pleased to report that the President’s mandate has been fully implemented,” Joekai stated.

‎According to the Civil Service Agency, over US$104,000 was disbursed for April 2026 salaries under the new arrangement, while approximately US$1.4 million has been allocated under the supplementary budget to sustain salary payments for ELWA Hospital workers, marking the intervention as part of a broader effort to ensure payroll stability, reinforce institutional accountability, and consolidate public sector reform within Liberia’s health system.

MONROVIA, LIBERIA: A pro-democracy citizen’s movement Civil Society Organization (CSO) named and styled: “North Central Alliance” (NAC) has called on President Joseph N. Boakai not to hesitate in dismissing government officials the group described as “corrupt, indiscipline and unproductive.”

Addressing a news conference in Paynesville City on Monday, November 17, 2025, NCA National President Jamah Allison Barco, urged President Boakai to discharge individuals he termed as “arrogant and big-headed” from their duties.

“The NCA further emphasizes that the government of President Joseph Nyumah Boakai, Sr. has some big-headed, corrupt, indiscipline and unproductive officials with disruptive attitudes and behaviors that need to be weeded out of the government if President Boakai must fulfill on his promises,” the NCA National President intoned.

“Hence, we insist that this is about for the President to appoint individuals who are knowledgeable, committed, patriotic and competent to implement his dreams in thinking, loving and building Liberia, instead of elevation individuals bend on achieving parochial interests,” Jamah Allison Barco added.

According to Barco, NCA cannot ignore widespread public concerns regarding national security, education, and the economy arguing that if the President must succeed in making well on his 2023 Presidential Legislative Election campaign promises he must let go off unproductive government officials.

Barco: “The NCA also admits that the public concerns and noise are too much about security, the economy and education, among others that need to be addressed urgently.”

The regional pro-democracy citizen movement comprising of Gbarpolu, Bong, Margibi, and Nimba Counties has also called on President Boakai to with immediate effect reverse free tuition policy for tertiary education introduced by the former ruling Coalition for Democratic Change (CDC)-led government.

According to NCA, the free tuition policy is meaningless to Liberia’s education sector. He group argues that the policy has allegedly created more obstacles than solving challenges the education system is faced with.

“The NCA is also calling on President Boakai to take bold and decisive step to immediately reverse the free tuition policy that cancelled payments of tuition and fees at various governments’ universities across the country,” NAC said.

“The NCA thinks that the free tuition policy introduced by former President George M. Weah is troublesome, meaningless, and counterproductive to the country. The free tuition policy has created more problems than improving learning conditions and impacting learning outcomes at government’s institutions of higher learning.”

Weighing in on situation at the state-owned University of Liberia, the NCA has frowned at the persistent wave of interruptions of learning of academic activities by students and faculty members.
