The government has launched an electronic phytosanitary certification platform, known as the e-Phyto system, replacing a largely manual process that has long slowed trade and exposed the sector to inefficiencies.

Officials say the shift is not just about technology—but about removing long-standing barriers that have limited Liberia’s agricultural potential.

Speaking at the occasion on behalf of Agriculture Minister J. Alexander Nuetah, the Deputy Minister for Technical Services Solomon Hedd-Williams described the initiative as a major transformation for the farming industry.

He said the system signals a move toward a more transparent and globally connected agricultural economy.

“This is more than a technological upgrade. It is a bold step toward efficiency, transparency, and global integration.”

For years, exporters have relied on paper-based phytosanitary certificates—documents required to prove that plants and plant products meet international health standards.

The process often involved delays, duplication, and risk of document tampering. With the new digital system, certificates can now be issued, transmitted, and verified electronically—reducing turnaround time and improving trust between trading partners.

The reform is backed by international partners, including the Global Alliance for Trade Facilitation, the Food and Agriculture Organization, and the International Plant Protection Convention.

As speaking at the occasion on Tuesday, April 21st in Monrovia, Project Manager Laura Garrone says the system is designed to lower trade costs while opening doors for smaller exporters who often struggle to compete.

“The ePhyto solution provides a secure and internationally recognized system… helping to reduce trade costs, improve predictability, and expand opportunities—especially for small businesses.”

The rollout is being implemented through the Regional ePhyto Africa Window, with financial backing from the Government of Sweden—support aimed at strengthening Liberia’s digital trade infrastructure and long-term capacity.

Implementation has already begun in Monrovia, where stakeholders are undergoing training, testing the system, and aligning national procedures with the new platform.

The mission marks a critical transition—from planning to actual operation—bringing together inspectors, government officials, and private sector actors to ensure the system functions effectively.

For Liberia, the move represents more than administrative reform. It is part of a broader push to position agriculture as a driver of economic growth, exports, and job creation in an increasingly digital global market.

The body emphasized that limited access to tax payment systems via the internet continues to undermine revenue mobilization and economic growth in West African countries.

WATAF's echoed during a high-level regional forum held on Tuesday, April 21, 2026, in Abidjan.

The forum, organized by the African Development Bank (AfDB), brought together tax administrators, policymakers, and development partners to examine reforms and share best practices in VAT administration across the continent.

Speaking during the high-level panel discussion on “VAT Digitalization: Pathways, Challenges and Opportunities,” WATAF Executive Secretary Jules Tapsoba stressed that the digital transformation of VAT systems is now a strategic imperative for the region.

“Digitalization is the single most transformative lever for improving VAT performance across West Africa. Without it, we will continue to face leakages, inefficiencies, and limited compliance,” Tapsoba said.

VAT remains one of the most significant sources of domestic revenue in many West African countries. However, structural challenges continue to limit its full potential.

These include a large informal sector, weak tax culture, limited digital infrastructure, and insufficient coordination between customs and domestic tax administrations.

According to WATAF, these issues contribute to revenue leakages, delays in VAT credit reimbursements, and reduced business liquidity. Tapsoba highlighted that ongoing reforms across member states are already demonstrating the benefits of technology-driven tax systems.

These include the expansion of online taxpayer registration, the introduction of electronic invoicing, and the automation of tax declaration and payment processes.

However, he emphasized that such reforms must be scaled up in a more harmonized and coordinated manner across the region.

Also speaking at the forum, Eline Okudzeto, Chief Governance Officer at the African Development Bank, pointed to lessons from East Africa.

She noted that while progress has been made in digital tax systems, challenges remain in compliance, coordination, and system integration.

She emphasized the importance of cross-border VAT cooperation and reaffirmed the AfDB’s role in supporting policy dialogue, technical capacity building, and country-level reform programs.

Other prominent speakers also underscored the importance of strengthening VAT systems. These included keynote speaker Emeka Nwankwo, Head of Member Services at the African Tax Administration Forum; Abou Ouattara Sié, Director General of Taxes of Côte d’Ivoire; and Darlingston Yahkor Talery, Head of the Domestic Tax Unit at the ECOWAS.

They emphasized VAT’s critical role in domestic revenue mobilization while outlining ongoing challenges and future prospects for strengthening tax systems across the region.

WATAF further called on member states to align their national VAT frameworks with the ECOWAS Directive on VAT harmonization adopted in July 2023, which sets a domestication deadline of January 2027.

According to Tapsoba promoting digitalization is essential to facilitate a common market, ensuring fair competition, and strengthening regional economic integration.

In addition to digital transformation, WATAF outlined several key measures to improve VAT performance. The body named modernizing VAT refund systems to reduce delays, strengthening audit and verification mechanisms to curb fraudulent claims, enhancing customs valuation processes, and operationalizing joint audit teams between customs and domestic tax administrations.

The forum also emphasized the need to build robust data systems and regional databases to support evidence-based policymaking, alongside strengthening the capacity of tax officials and promoting greater public awareness of tax compliance.

At the same time, WATAF reaffirmed its commitment to supporting member states through technical assistance, capacity development, and knowledge sharing to drive the ongoing fiscal transition from reliance on border taxes to more efficient domestic tax systems.

The supplies were handed over to the Liberian Ministry of Health, along with the Ministry of Gender, Children, and Social Protection, including four-thousand pregnancy tests and fifteen thousand doses of Hepatitis B, among others.

The initiative is funded by the European Union and implemented through the UNFPA under the Spotlight Initiative Phase II.

Officials say medical supplies will be distributed to 34 health facilities across eight counties, serving about 4,000 survivors of gender-based violence.

Speaking during the ceremony, Assistant Health Minister for Prevention Services, Dr. Cuallau Jabbeh-Howe, described the move as essential to preventing further health complications of sexual abuse survivors in Liberia.

He emphasized that the medication will improve service delivery through coordinated systems, including “one-stop centers” for survivors.

“They provide medical care, psychosocial support, and legal assistance in a single location,” he explained.

Also speaking at the occasion, Assistant Minister for Gender, Laura Golokeh, emphasized that the supply will provide significant relief to the workings of relevant institutions.

She noted that although health facilities are present across the country, there are operational gaps that hinder effective care for survivors of sexual abuse.

Golokeh highlighted that the supplies will enable a prompt response and ensure further medical control of rape cases.

“While health facilities exist across the country, there are still capacity gaps in responding effectively to survivors of violence,” Golokeh stated.

“Consultations conducted nationwide revealed that many facilities have infrastructure but lack the full capacity to meet survivors’ needs in a timely manner."

“Survivors must access care within 72 hours,” she added, noting that addressing gender-based violence requires a coordinated, multi-sectoral response involving several key sectors.

“It requires a strong multi-sectoral approach involving the Ministry of Health, the justice system, and other key institutions, as well as community involvement," Assistant Minister Golokeh stressed.

Additionally, she pledged the government's unwavering commitment to reducing gender-based violence as part of its national development agenda.

She explained that the government is working to ensure the continuity of Gender-Based Violence services beyond donor-supported initiatives like the Spotlight Initiative.

“The government remains committed to reducing gender-based violence by 50 percent under its national development agenda,” she said, emphasizing that strengthening response systems is essential for reaching this target.

International partners, including the United Nations (UN) and the European Union (EU), stated that the donation reaffirms the long-standing partnership with Liberia to achieve its national priorities.

The EU mentioned that the supplies, valued at over 70,000 US dollars, will considerably strengthen response services at health facilities across the country.

“The intervention reflects a strong partnership between the European Union, the United Nations, and the Government of Liberia under the Spotlight Initiative Phase Two."

“The supplies are expected to benefit approximately 4,000 survivors and will help reduce both the physical and psychological consequences of sexual and gender-based violence,” an EU representative added.

Meanwhile, the United Nations emphasized that survivor care must remain a central priority alongside prevention efforts.

In a statement delivered on behalf of UN Resident Coordinator, Christine Umutoni, the body reaffirmed its stance to ending violence against women and girls.

“Ending violence against women and girls remains a national and global priority".

“While prevention is critical, equal attention must be given to ensuring survivors have access to quality healthcare, protection, and justice,” the statement reads.

As Liberia advances into the second phase of the Spotlight Initiative, stakeholders say the focus will remain on building resilient systems beyond medical measures, to ensure survivors are treated promptly, supported holistically, and given access to justice and dignity.

The initiative was highlighted at the Authority’s first digital symposium held in Paynesville on Wednesday, April 15, 2026, where officials presented a range of online platforms designed to reduce long-standing challenges associated with tax payment, including delays, procedural complexity, and limited service access for taxpayers.

The symposium, as part of Taxpayer Appreciation Month, brought together representatives from commercial banks, mobile money operators, and development partners to discuss how digital systems can reshape tax administration and strengthen voluntary compliance within Liberia’s revenue framework.

Speaking at the event, the LRA Deputy Commissioner General for Technical Affairs, Gabriel Y. Montgomery, emphasized that the institution’s digital shift goes beyond modernization, stressing its role in breaking down barriers that discourage compliance among taxpayers.

“When tax systems are simple and accessible, compliance improves naturally, and revenue collection becomes more efficient,” Montgomery said.

He further underscored that expanding digital payment channels remains central to improving domestic revenue generation while reducing the operational burden on taxpayers across different sectors.

Also addressing the symposium, Assistant Commissioner for the Management Information Systems Division, Kollie U. Zayzay, acknowledged that tax compliance in Liberia has historically been hindered by fragmented systems and administrative bottlenecks that complicated processes for both individuals and businesses.

He noted that the LRA is actively working to reverse that perception through a structured digital transformation strategy anchored in improved systems integration and service delivery efficiency.

At the center of this reform agenda is the Liberia Integrated Tax Administration System (LITAS), which enables taxpayers to register, file tax returns, generate payment slips, and complete transactions in real time through a centralized digital platform.

Assistant Commissioner Zayzay also disclosed that the Authority is deploying a series of complementary digital tools, including electronic tax clearance certificates, online verification platforms, duty-free application systems, whistleblower reporting channels, and electronic fiscal devices designed to monitor transactions in real time.

In addition, he explained that the LRA is strengthening collaboration with commercial banks, mobile money service providers, and the Central Bank of Liberia to ensure seamless and real-time tax payment processing nationwide.

Looking ahead, Zayzay revealed that several new innovations are in development, including electronic invoicing systems, a VAT module integrated within LITAS, and a dedicated taxpayer contact center aimed at improving communication and service delivery.

Recognizing the country’s digital divide, he added that the Authority is also introducing USSD-based services to ensure accessibility for taxpayers who do not own smartphones, allowing broader participation in the digital tax ecosystem.

The symposium also provided a platform for stakeholders to examine key operational issues, including system integration, user adoption, and the infrastructural requirements necessary to sustain a fully functional digital tax environment.

The LRA maintains that its broader objective is to build a transparent, efficient, and user-friendly tax system that encourages voluntary compliance while strengthening national development efforts.

Officials believe that by reducing inefficiencies and simplifying tax procedures through digital transformation, the Authority can significantly improve revenue performance and contribute to rebuilding public trust in Liberia’s tax administration system.

Misoprostol, know as Cytotec, is a medication primarily used for medical abortions, post- abortion care, and treating severe bleeding after childbirth.

On April 3, 2026, the Ministry of Health announced a new regulation requiring the drug to be sold only with a valid prescription from a licensed physician and dispensed solely within authorized health facilities.

The Health Ministry attributed its decision to what it described as the widespread unregulated use of the drug. The measures include increased pharmacy inspections, scrutiny of the supply chain, and a ban on over- the- counter sales, with penalties such as license revocation for violations.

In a recent statement, the Amplifying Rights Network noted that tightening sales, would limit access to the drug and give rise to unsafe practices, especially among vulnerable populations.

The group pointed out that Liberia records over 1, 000 maternal deaths per 100, 100,000 live births—one of the highest rates globally—making access to life-saving drugs urgent.

ARN furthered that introducing stricter controls could delay care, particularly in rural areas where access to doctors and equipped health facilities is already limited.

The group highlighted that restrictive reproductive health policies have not reduced abortions in Liberia, but have instead pushed many women toward unsafe methods.

Estimates in Liberia suggest about 38, 000 abortions occur each year, with unsafe procedures accounting for up to 15 percent of maternal deaths.

“Restriction does not stop need—it only makes outcomes more dangerous,” the Network emphasizes.

The Amplifying Rights Network is now urging the government, through the Health Ministry, to ease restrictions and adopt policies that expand access to reproductive health services.

Among its recommendations, the group is calling on authorities to improve public education about proper use of the drug and empower midwives and community health workers to provide essential care.

The Network stresses that Liberia's goal to reduce maternal mortality cannot be achieved by tightening control over life-saving medicines.

This is raising serious national questions about how Liberia benefits from one of its most significant mining operations.

The concerns emerged from an official engagement in Grand Cape Mount County, involving Vice President Jeremiah Koung, where the company officials reportedly provided detailed operational updates that have since triggered a wider public debate.

High Gold Output And Underground Expansion

During the engagement, the Bea Mountain team disclosed that the company produces approximately 900 kilograms of gold every month—a figure that has intensified scrutiny over revenue flows and state benefits.

Officials also indicated that the company is expanding its operations deeper underground, signaling an increase in extraction capacity and long-term production output.

In a further development that drew attention from the delegation, the company reportedly presented a gold sample valued at approximately USD 3 million, underscoring the scale of its operations.

Foreign Workforce in Critical Processing Unit

However, the most sensitive concerns emerged during an inspection of the company’s processing and storage area.

Observations from the visit indicated that the entire section was staffed by foreign nationals, with no Liberians present in that critical operational unit.

The situation prompted immediate questions from members of the delegation about local participation in high-security and high-value segments of the mining process.

Bea Mountain officials are said to have provided only a limited response when pressed for clarification, further fueling concerns over transparency and workforce inclusion.

Political and Policy Pressure Mount

The developments have intensified a broader national debate already building around the concession.

Managing Director of the Liberia Water and Sewer Corporation, Mohammed Ali, has called for a full and transparent review of the concession agreement.

Ali argues that the arrangement must be reassessed in the national interest, insisting that the principle of “sanctity of contract” cannot be used to protect agreements that fail to deliver meaningful benefits to affected communities and the state.

He is calling for what he describes as a “review, reform, and realignment” of the concession framework.

Labor and Work Permit Controversy

Adding to the debate, Montserrado County Senator Abraham Darius Dillon has raised concerns about employment practices across concession areas, including Bea Mountain’s operations.

He alleges that foreign nationals occupy multiple skilled positions that Liberians are qualified to perform, including technical and administrative roles.

Senator Dillon further links the situation to the issuance of work permits by the Ministry of Labor Liberia, which he argues has contributed to reduced employment opportunities for Liberians.

He maintains, however, that the issue must not be politicized or misinterpreted as targeting any county or group, but treated as a national employment concern.

"The very Bea Mountain ... like many other concession companies and other private sector business entities ... they employ FOREIGN carpenters, welders, electricians, nurses, drivers, cooks, accountants, comptrollers, plumbers, etc ... thereby depriving thousands of our qualified and competent citizens the job opportunities created by signing these Concession Agreements", Senator Dillion noted.

Import Dependency and Economic Structure Concerns

Former Commerce and Industry Minister Amin Modad has added another layer of concern, focusing on import dependency and local value retention within mining operations.

Modad disclosed that during his tenure at the Ministry of Commerce and Industry Liberia, investigations revealed that Bea Mountain imported nearly 90 percent of its consumables, including basic goods such as eggs, soap, and honey, despite their availability in Liberia.

He said the government responded by restricting import permits for such goods to encourage local sourcing and stimulate domestic production, but noted that these actions reportedly triggered resistance and political backlash.

Modad is now calling for a structural overhaul of Liberia’s mining governance model, proposing a shift from royalty-based concessions to a shareholding system that would grant the state direct equity participation in mining operations.

Liberia's Royalty vs What Bea Mountain Exports

Multiple sources have revealed that Liberia receives a 3% royalty on gold and diamond production from the Bea Mountain mining concession (New Liberty Gold Mine), a rate often criticized as low compared to regional peers. Critics have pointed to annual gold exports of roughly USD $1.6 billion. This royalty is part of an amended Mineral Development Agreement (MDA) that includes 5% free equity for the state. 

However, Bea Mountain Mining Corporation, a foreign-run concessionaire operating the New Liberty Gold Mine, exports significant amounts of gold from Liberia, with recent reports indicating an annual export value of approximately US$1.64 billion to over US$2.3 billion, based on monthly production estimated between 900 kg and 1,271 kg.

This makes it a major contributor to Liberia's extractive sector, though it has fueled concerns regarding local benefits. 

The gold-mining company originally signed its Mineral Development Agreement (MDA) with the Liberian government on November 28, 2001. A Restated and Amended MDA was subsequently signed in September 2013, and the Liberian Senate ratified a further amendment extending the concession by 25 years in August 2023. 

A Moment of National Accountability

While there is no reported operational disruption at the company, the combination of high production figures, underground expansion, foreign-dominated processing units, and import dependency concerns has placed Bea Mountain under intense national scrutiny.

The central question emerging from the debate is not only how much gold is being produced—but how much of its value remains in Liberia.

Government Under Pressure

The unfolding situation is placing increased pressure on the administration of President Joseph Boakai, with growing calls for tighter regulatory oversight, concession review, strengthened labor enforcement, and expanded local content participation.

Stakeholders say the current moment represents a critical test of the government’s commitment to its “Liberia First” agenda and broader economic reform promises.

"What is unfolding around Bea Mountain is no longer a routine concession discussion. It has become a high-stakes national accountability issue involving production scale, workforce structure, import dependency, and state benefit", a prominent figure said.

As scrutiny intensifies, attention now turns to whether the Liberian government will move toward structural reform—or allow the debate to remain unresolved despite mounting public concern.

‎The communication, which was first submitted on March 22, 2026, has now moved into formal legislative consideration after being placed before Plenary during a special sitting and subsequently forwarded to the House Committee on Rules, Order, and Administration for detailed examination and recommendation.

‎At the center of the petition is a call by Representative Mulbah for strong disciplinary action, including impeachment proceedings, against Representative Kolubah, whom he accuses of making statements suggesting that a portion of Liberia’s land may belong to neighboring Guinea.

‎The Montserrado County District #3 Lawmaker referenced remarks allegedly made by Kolubah on March 18, 2026, during a public political engagement via Facebook Live in Montserrado County, where he is said to have stated:

‎'If we are being honest with ourselves, there are areas along our borders that have never been clearly defined, so that land belongs to Guinea'.

‎The statement, according to the petition, is being interpreted as undermining Liberia’s territorial sovereignty and could carry diplomatic sensitivity at a time when border relations with Guinea remain a subject of state attention.

‎Mulbah has described the alleged remarks as reckless and potentially dangerous, warning that such statements, if left unaddressed, could have broader implications for national unity, diplomatic relations, and public confidence in the Legislature.

‎He argued that members of the House carry a constitutional obligation that demands restraint and responsibility, particularly when addressing matters tied to national sovereignty and territorial identity.

‎“Our responsibility as lawmakers is to protect the Constitution and preserve the sovereignty of this country,” Mulbah said.

‎He further stressed that the oath of office taken by lawmakers imposes a duty not only to legislate but also to safeguard the image and integrity of the state in both domestic and international discourse.

‎“We are the first branch of government. Our duty is to preserve national unity and ensure that everything we say reflects the interest of the Liberian people,” he added.

‎The Montserrado County Lawmaker maintained that the issue transcends individual disagreement and speaks directly to institutional discipline within the Legislature, insisting that lawmakers must be held to a higher standard of conduct.

‎The petition now rests with the Committee on Rules, Order, and Administration, which is expected to review the communication in line with constitutional provisions and internal legislative procedures before reporting back to Plenary with its findings.

‎“This is not just about expulsion. It is about accountability and setting a precedent for responsible conduct in the Legislature,” Rep. Mulbah emphasized.

‎He also warned that public statements made by high-ranking officials can significantly influence national perception, potentially heightening tensions and affecting the country’s international standing.

‎“When leaders speak carelessly, it creates fear and sends the wrong signal to citizens and the international community,” he cautioned.

‎Despite speculation surrounding political motivations, Mulbah dismissed claims that the petition is driven by partisanship or external influence, insisting instead that it is grounded in constitutional duty and national interest.

‎“This has nothing to do with politics. It is about the law and the protection of our country,” he stated.

‎The Committee on Rules, Order, and Administration is expected to conclude its review within ten days and submit a comprehensive report to Plenary, where lawmakers will take a final decision on whether impeachment proceedings will be initiated or the matter dismissed.

‎At the center of this push is a five-day capacity-building program built around the Tax Administration Diagnostic Assessment Tool (TADAT), a globally recognized framework designed to evaluate the efficiency and effectiveness of national tax administrations. While the program is being promoted as a major step toward modernization, it is also reigniting long-standing concerns about whether such diagnostic exercises translate into real reform beyond the training environment.

‎Those concerns are further amplified by the scale of participation, with more than 270 tax officials drawn from Liberia and six other West African countries engaging in the training. The sessions are focusing on core areas such as taxpayer registration systems, compliance management, dispute resolution mechanisms, and transparency structures—key pillars that continue to define the strength or weakness of revenue authorities across the region.

‎However, as technical discussions deepen, a significant gap remains in the absence of country-specific diagnostic outputs, making it difficult to clearly assess how individual tax administrations compare or where the most urgent institutional weaknesses lie. That lack of disaggregated data, in turn, limits the ability to connect regional training efforts with targeted national reform strategies.

‎Against this backdrop, WATAF Executive Secretary Jules Tapsoba has reiterated that inefficient tax systems are costing West African economies billions in lost revenue, weakening governments’ capacity to fund essential services. Yet despite the gravity of that warning, the absence of detailed, country-by-country breakdowns continues to raise questions about where exactly those losses are concentrated and how they are being measured.

‎As these concerns persist, attention is shifting from diagnosis to execution, particularly around whether the current framework provides a clear pathway for enforcement. While TADAT is designed to identify institutional weaknesses with precision, the program offers limited clarity on how recommendations will be implemented, who will ensure compliance, and what accountability structures will bind national authorities to reform commitments.

‎The implementation gap becomes even more significant when viewed against the broader fiscal pressures facing West African states, including Liberia, where governments continue to struggle with narrow revenue bases, rising public demand, and increasing dependence on external financing.

‎

‎Despite repeated reform cycles in the past, the region’s experience has often shown that capacity-building initiatives risk stalling at the level of workshops and technical engagements, without fully evolving into structural or behavioral change within tax institutions.

‎

‎Compounding these concerns is the issue of transparency, particularly whether the findings generated through the TADAT assessments will be made public or retained within administrative systems. The uncertainty raises broader questions about citizen oversight, civil society engagement, and the role of the media in tracking whether promised reforms are actually implemented.

‎

‎Ultimately, the initiative reflects both progress and limitation in equal measure—progress in terms of technical coordination and regional collaboration, but limitation in the absence of clearly defined enforcement pathways and measurable accountability structures.

‎At a media engagement in Monrovia, officials of the Center detailed how the newly unveiled initiatives are anchored in data-driven analysis, drawing from a comprehensive research hub that monitors women’s representation across 54 African countries.

‎According to the Center’s findings, Liberia continues to record low levels of female participation in legislative governance, with women occupying approximately 11 percent of seats in the House of Representatives and 10 percent in the Senate, figures that underscore the urgency of targeted intervention.

‎Addressing the media recently in Monrovia, theExecutive Director Ellen Olounfe Pratt emphasized that the Center’s approach goes beyond symbolic inclusion, focusing instead on building real influence within governance systems where policy decisions are shaped and implemented.

‎“Our work is grounded in research and evidence, drawing from a data hub that tracks women’s representation across 54 African countries, and what that data shows is that Liberia still has significant ground to cover in ensuring women are fully represented in governance,” Pratt stated.

‎She further highlighted the imbalance in narrative power within political discourse, stressing that leadership visibility remains uneven despite the growing presence of women across various sectors of Liberian society.

‎“Until the lion tells its story, the tale of the hunt will always favor the hunter,” Pratt stated, reinforcing the need to amplify women’s voices within leadership spaces where decisions are not only made but also interpreted and communicated.

‎Central to the newly unveiled initiatives is the strengthening of the Women’s Leadership Council, a cross-sectoral platform designed to unify women leaders from governance, civil society, and the private sector in identifying national priorities and driving coordinated policy action.

‎The Council is structured to move beyond ceremonial participation by embedding women directly into strategic discussions that influence development outcomes, ensuring that their perspectives shape both policy formulation and implementation.

‎“The Women’s Leadership Council is not about symbolic inclusion; it is about bringing women together from across sectors to identify priorities and drive coordinated action on issues affecting women nationwide, ensuring that their voices translate into real policy outcomes,” Pratt explained.

‎In parallel, the Center is expanding the Amujae Leaders Program, a flagship mentorship initiative that connects emerging African women leaders with experienced mentors, including high-level policymakers and established professionals.

‎Through this program, participants gain access to leadership training, strategic networks, and mentorship opportunities that enhance their capacity to navigate complex political and institutional environments.

‎“This work is not about celebrating one woman’s achievements; it is about building a future where women’s leadership is no longer an exception, but an expectation embedded within our institutions,” she added.

‎The Program Director Madonna Kedona described the initiative as highly competitive and impact-driven, noting that hundreds of applications are received annually, with a limited number of candidates selected based on leadership track record, community engagement, and commitment to mentoring others.

‎“This is not simply about recognition,” Kedona explained, emphasizing that the program is designed to equip participants with practical tools and platforms that enable them to lead effectively within their respective communities and professional spheres.

‎Participants also engage in the Amujae Leadership Forum, where they strengthen governance competencies, expand professional networks, and prepare to return to their communities as both leaders and mentors, thereby sustaining a cycle of leadership development.

‎The Center’s initiatives extend beyond programmatic interventions into long-term institutional infrastructure, with the development of “Musiehjah,” the African Women’s House, serving as a cornerstone of its vision for continental leadership collaboration.

‎Currently under development in Monrovia, the facility is designed to function as a hub for women leaders across Africa, integrating spaces for research, exhibitions, conferences, and policy engagement.

‎Architecturally designed by Mariam Issoufou, the structure draws inspiration from traditional Liberian palava huts, symbolizing dialogue, inclusivity, and community-centered leadership.

‎Significantly, the facility will house the world’s first presidential library dedicated to a female head of state, positioning Liberia as a global reference point in documenting and preserving women’s leadership history.

‎In support of this effort, the Center has partnered with Harvard University Library and Liberia’s National Archives to digitize records from Sirleaf’s presidency, ensuring that historical documentation is preserved and made accessible for research and public engagement.

‎Pratt described the archival initiative as a critical step in addressing gaps in historical documentation, noting that the preservation of leadership records plays a vital role in shaping future governance discourse.

‎“These archives are not just records of the past,” she stated, “but resources that inform the future by providing insight into leadership decisions, challenges, and outcomes.”

‎The Center’s leadership, including Chief Operating Officer Janelle Sirleaf and members of the Women’s Leadership Council, reiterated the institution’s commitment to building sustainable systems that support women’s leadership beyond individual programs.

William, 57, told K-News that she found the baby a week ago while on her way home in Kakata. According to her, she took notice of the situation after hearing a baby's cry during the night hours at a dump site.

She stated that after finding the child, the matter was immediately reported the matter to the nearby Police Station. Maitta William said she was only questioned and advised to keep the child, a boy, until someone can claim ownership.

What started as an act of kindness has now become a battle for survival. Madam William revealed that the baby, believe to be a few weeks old, has fallen sick, and that she lacks the resources to seek medical care.

She mentioned that she has only managed to buy a dose of paracetamol to help alleviate the child's discomfort. Maitta William explained that the baby is currently suffering from diarrhea, fever, and other illnesses.

Mattia William, a resident of Kakata, Margibi County, is now pleading for financial help to get proper medical treatment for the child, believing it will bring a great relief to his survival.

“I heard the baby crying and when I turned on the phone light, I saw him lying naked. I later carried him to the station.”

“Now the child is sick. I do not have food for the child, since last Saturday I found him. I have only been giving him water. I do not have help", she indicated.

Mattia William described caring for the child as a difficult task. According to her, she has reached out to prominent figures in the county but to no avail.

Madam William emphasized that her decision to care for the baby is because no one knows what he could become in the future.

“I’m not looking at the owner of the child. I’m looking at the life of the child, the safety of the child. “This child could be one of the future leaders tomorrow, help the child, not me.”

“I don’t have anywhere else to go, so I need help from anybody. I reached out to Margibi Senator Emmanuel Nuquay and our Representative Ellen- Attoh Wreh but no one responded.”

“I’m begging, help the child in the hospital, help me with food for the child, I don't think this woman wants money for herself," she further said.

The case highlights the growing concern about child abandonment and the difficulties faced by those who step in to care for vulnerable children.

Miatta William at the same time disclosed details of her contact (0772-35-70-90 or 0756-670-95) and said that a humanitarian gesture is extremely needed.

The equipment include state-of-the-art ambulances and medication valued at approximately US$600,000. They ranged from infant ventilators, neonatal incubators, resuscitation devices, and portable ultrasound machines.

WHO officials described the new equipment as critical tools meant to improve survival outcomes for mothers and newborns across Liberia.

The supply comes at a pivotal time when the government of Liberia is accelerating implementation of its ambitious 365-day action plan to reduce maternal and newborn mortality nationwide.

This will enable Liberia's healthcare system drive on expanding access to timely, high-quality healthcare services, particularly in emergency situations.

Speaking during the presentation ceremony, on Wednesday, March April 1, 2026, WHO Representative to Liberia, Dr. Olushayo Olu, emphasized that the intervention forms a key part of its broader commitment to support Liberia’s Health Sector.

“We are proud to deliver these fully equipped ambulances and essential medical supplies, valued at approximately US$600,000,” Dr. Olu stated.

“These ambulances are designed to function not only as transport vehicles, but also as mobile intensive care units and clinics, capable of delivering critical care on the move", Dr. Olushayo Olu said.

Receiving the donation, Liberia’s Minister of Health, Hon. Dr. Louise M. Kpoto, noted that the equipment will enhance emergency response systems, including services coordinated through the central Emergency Medical Services unit at the country's largest referral Hospital, the John F. Kennedy Medical Center in Monrovia.

She emphasized that the logistics and life-saving meditation will play a crucial role in improving care for critically ill patients nationwide.

“We sincerely thank the World Health Organization for this generous and impactful contribution. These medically equipped ambulances and supplies represent one of the most significant donations we have received,” she said.

To ensure sustainability and optimal use, the World Health Organization will further support the Ministry of Health with the transportation, installation, and maintenance of the equipment, as well as training for healthcare workers.

This intervention marks a significant step toward strengthening Liberia’s emergency preparedness and response capacity, while expanding access to life-saving care—especially for women and newborns who are most at risk.

The agreement, signed in Pretoria, South Africa, signals a shift toward a more integrated and results-oriented collaboration between the two international tax bodies.

The signing of the Memorandum of Cooperation positions WATAF to strengthen support to its member administrations while reinforcing alignment with broader African priorities on domestic resource mobilization.

At its core, the partnership is designed to develop tax system reforms to translate cooperation into measurable outcomes for the broader administration of tax collection on the African continent.

Revenue authorities across West Africa stand to benefit from expanded access to technical expertise, enhanced capacity-building initiatives, and structured knowledge exchange platforms that promote practical, peer-driven solutions to common challenges.

A key feature of the collaboration is its emphasis on smarter, evidence-based policymaking. By strengthening data systems and leveraging regional research—including initiatives like the Regional Tax Outlook—countries will be better equipped to design reforms that improve compliance, boost collections, and respond to evolving economic realities.

The MoC also introduces a more coordinated approach to technical assistance, reducing fragmentation and ensuring that support is tailored to national priorities. Focus areas are expected to include tax policy modernization, revenue optimization, and emerging issues such as digital taxation and cross-border compliance risks.

Speaking during the occasion on Monday, March 30th, the Executive Secretary of the African Tax Administration Forum, Mary Baine, underscored the operational significance of the agreement: “We are delighted to formalize this long-term partnership with WATAF."

"It strengthens our ability to jointly support countries in West Africa with programs that are both responsive and impactful, while also deepening our understanding of regional tax trends".

For WATAF, the agreement represents more than institutional collaboration—it is a platform to amplify the region’s influence. By strengthening coordination and consolidating regional perspectives.

The West African Tax Administration Forum aims to ensure that West African priorities are more effectively represented in continental and global tax discussions.

Jules Tapsoba, Executive Secretary of WATAF, emphasized this strategic dimension:

“This partnership reinforces our commitment to building strong, coherent tax systems across West Africa. It also creates an important channel for ensuring that the region’s voice shapes wider tax policy debates.”

The two organizations have worked closely since 2015, delivering joint initiatives that have already contributed to improved tax administration practices in the region. The new agreement builds on that foundation, formalizing a long-term framework for deeper collaboration and sustained impact.

As West African economies navigate increasing fiscal pressures and evolving global tax dynamics, the strengthened WATAF–ATAF partnership positions the region to move faster on reform—enhancing revenue resilience, improving institutional capacity, and advancing broader development goals.

‎The review, conducted on March 17, 2026, in Geneva without any Liberian government delegation present, exposed systemic weaknesses in the nation’s legal, social, and institutional frameworks.

‎“The absence of the delegation was noted with concern,” the Committee stated.

‎While the Committee acknowledged Liberia’s ratification of the Convention on the Rights of Persons with Disabilities and the adoption of the National Action Plan on Disability Inclusion (2023–2027), it warned that these measures have not translated into tangible protections on the ground. 

‎“Stronger implementation is now required,” said Committee member Alfred Kouadio Kouassi, emphasizing that Liberia must move beyond paper commitments.

‎Among the most alarming concerns were ongoing harmful traditional practices disproportionately affecting women and girls with disabilities. The Committee highlighted outdated legal provisions that continue to equate disability with incapacity, the widespread use of substitute decision-making systems, and reports of physical and medical restraints, including shackling in homes and institutions.

‎Gertrude Oforiwa Fefoame, another Committee expert, drew attention to entrenched gender-based discrimination. She stressed the urgent need for Liberia to combat female genital mutilation, sexual violence, and other abusive practices, particularly in rural communities where oversight is limited and vulnerable populations remain invisible.

‎“Women and girls with disabilities must not be left behind,” she said.

‎The UN body also criticized Liberia for persistent barriers to justice, inadequate access to inclusive education, insufficient healthcare and rehabilitation services, and limited employment opportunities for persons with disabilities. 

‎“Barriers across sectors continue to limit full participation,” the experts observed.

‎Vice Chair Abdelmajid Makni stressed that the Committee’s recommendations are designed to support Liberia in strengthening its systems and ensuring that international standards are fully implemented. He urged the government to respond constructively to the findings and maintain ongoing engagement with the Committee.

‎“This dialogue is meant to support progress,” he said.

‎The report underscored the disconnect between Liberia’s legislative and policy frameworks and the lived realities of its citizens with disabilities. Despite the government’s adoption of the Inclusive Education Policy and the National Action Plan, enforcement remains weak, monitoring is limited, and accountability mechanisms are largely absent.

‎Experts pointed to cases of physical restraint, neglect in medical institutions, and barriers to education and employment as evidence that Liberia’s policy progress has yet to produce meaningful change.

‎The UN Committee called on Liberia to immediately align its national laws with international human rights standards, expand accessibility across public services, and integrate disability inclusion into all sectors of governance and development planning.

Commissioner General James Dorbor Jallah says the Authority’s Communication, Media and Public Affairs (CMPA) Section is now playing a decisive role in shaping public trust and visibility, both at home and abroad.
Speaking at a three-day strategic retreat on March 13, Jallah stressed that without strong communication, revenue efforts weaken.

“Public awareness and trust directly affect performance,” he said, pointing to the CMPA team as a key driver in how the LRA is perceived.

The retreat brought together core departments Taxpayer Services, Customs, Domestic Tax, Management Information Systems, and Internal Audit in a push to fix a long-standing problem: fragmented communication across the institution.

The goal was straightforward get departments to align, speak with one voice, and improve how information flows internally and externally.

Under the theme “Strengthening CMPA’s Strategic Positioning, Collaboration and Digital Communication in 2026,” discussions focused less on theory and more on practical fixes coordination, consistency, and speed.

A major focus was the introduction of Artificial Intelligence tools, signaling a shift toward faster, more responsive communication.

Digital strategy expert Bethel Chisom Anthony led sessions on how AI can improve research, content production, media tracking, and real-time engagement with taxpayers. CMPA Manager Danicius Kaihenneh Sengbeh made it clear the shift is not optional.

With the LRA investing heavily in automation, he said communication must keep up or risk falling behind.
He also pointed to weak coordination between departments as a key gap the retreat aimed to address. By the end of the session, the message was direct: improve collaboration, tighten messaging, and make communication work as a tool for compliance not just information. 

The retreat reflects a broader reality for the LRA collecting revenue is no longer just about systems and enforcement. It’s also about how effectively the institution communicates with the people it serves.

The program, implemented through the LRA’s Government and Not-For-Profit Division, seeks to enhance the capacity of county-level institutions to properly apply withholding taxes on payments for goods and services and ensure timely remittance of government revenue in line with the Liberia Revenue Code.

Participants of this program include county administration officials, finance officers, accountants, procurement officers, logisticians, members of county health teams, education officers, and representatives of county councils.

The first phase of the initiative is being conducted in six counties—Rivercess, Grand Bassa, Margibi, Bong, Nimba, and Lofa. Two LRA technical teams have been deployed to the counties to facilitate simultaneous training sessions.

The training focuses on several key areas, including the withholding tax regime, the legal responsibilities of withholding agents, sector-specific compliance requirements, and practical guidance on the use of the Liberia Integrated Tax Administration System (LITAS). Sessions also cover payment timelines and approved channels for remitting withheld taxes.

Launching the training in Cestos City, Rivercess County, on Thursday, March 12, 2026, Josiah T. Farr Jr., Manager for Analysis, Assessment, and Accounting at the LRA and project lead, emphasized the important role county administrations play in ensuring tax compliance at the local level.

Farr noted that county administrations manage and disburse Social Development Funds and County Development Funds that support infrastructure and community development projects such as roads, clinics, water systems, and other essential public services.

“County administrations play a central role in managing development funds at the local level,” Mr. Farr said. “Ensuring that finance officers fully understand their responsibilities as withholding agents is critical to strengthening tax compliance and safeguarding government revenue.”

He further explained that county school systems and county health teams, which also manage procurement funds for goods and services, are equally required to comply with the withholding tax regime.

“Building the capacity of our partners at the county level will help improve compliance, strengthen revenue collection, and enhance transparency in the management of public resources,” he added.

Also speaking at the launch, Dennis G. Seeboe Sr., County Administrative Officer of Rivercess County, welcomed the initiative and praised the LRA for extending the training to county administrations.

“We are honored to be part of this initiative as it provides an important capacity-building opportunity for our staff,” Mr. Seeboe said. “Programs like this help ensure that county administrations clearly understand their responsibilities regarding tax compliance.”

Under the Liberia Revenue Code, county administrations and related public institutions are required to serve as withholding agents when making payments from county social and development funds or other transactions that meet the prescribed threshold.

The applicable withholding tax rates vary depending on the nature of the transaction, including payments for goods and services.

The nationwide training initiative forms part of the LRA’s broader efforts to strengthen domestic revenue mobilization through improved compliance, efficient tax filing and payment systems, and expanded use of the Liberia Integrated Tax Administration System.

The initiative also aligns with the Local Government Act, which empowers county administrations to oversee development funds for priority projects approved by county councils.

Through programs such as this training initiative, the LRA continues to promote stronger tax compliance, greater transparency in public financial management, and sustainable domestic revenue generation in Liberia.

This incident, which occurred months ago, and was captured by a K-NEWS reporter, reflects a stark reminder of the rising crisis of sexual and gender-based violence (SGBV) in Liberia.

Blessing’s harrowing experience is one of many in Liberia. “He would ask my mother to leave the bed at night, then he would force himself on me while she listened from outside. I felt trapped and powerless,” she recalled.

After enduring domestic abuse for years, Blessing eventually confided in her aunt, who helped her escape. However, when she reported the case, both her stepfather and mother were arrested but later released under what some investigators termed as unclear circumstances.

Survivors of SGBV often endure emotional trauma, economic hardships, and social stigma. Many lack the financial means to pursue legal action or seek medical care.

Gender-based violence continues to devastate lives and undermine the fundamental rights of women, girls, and vulnerable individuals.

Despite ongoing efforts to combat the crisis, recent statistics paint a grim picture. The Ministry of Gender, Children, and Social Protection (MoGCSP) reported a staggering 2,759 rape cases between January and October 2024, with Montserrado County accounting for 1,902 cases — about 68.7 percent.

These figures underscore the pressing need for robust policies, effective community engagement, and survivor-centered interventions.

As the crisis escalates, gender advocates and government officials are raising their voices and calling for urgent action. Among them is Tenneh S. Johnson, the Gender-Based Violence Coordinator at the Ministry of Justice, who acknowledges that while awareness has improved, many survivors still struggle to access justice and support.

“More people are aware of GBV, which is why we see more cases being reported. However, we still face challenges, especially in rural areas where many incidents go unreported,” Johnson said in an exclusive interview.

Liberia has also seen a surge in intimate partner violence, child abuse, and other forms of SGBV, with domestic violence now ranking as the second most common form of abuse after rape.

Many advocates continue to demand: Stronger enforcement of GBV laws and harsher penalties for perpetrators; Increased funding for survivor support services, including safe homes, free medical care, and legal aid; GBV education in schools to help children recognize and report abuse among others.

Liberia stands at a critical juncture. Without urgent intervention, gender analysts say thousands more may likely suffer in silence. Calls are mounting that it is time for the government, civil society, and communities to unite in the fight against GBV, ensuring justice and support for all survivors.

The new framework sets out the government’s roadmap to reform fiscal systems, improve transparency, and drive inclusive economic growth over the next five years (2026 to 2030).

Speaking at the occasion on Wednesday, March 4, 2026, in Monrovia, the United Nations Resident Coordinator, Christine Umutoni, said the plan comes at a critical time when the country is building on macroeconomic gains.

She said macroeconomics is gaining a boost, with a recent growth of 5.1 percent in Gross Domestic Product and declining inflation under the government's ARREST Agenda for Inclusive Development.

The UN Resident Coordinator believes that the new framework directing the country's finance focus, will strengthen public financial management, improve fiscal reporting, enhance debt management, and accelerate digital transformation in the financial system.

"The Strategic Plan is not just a document — it is a catalyst for national transformation but as we know, strategic plans do not transform countries — implementation does.”

“It arrives at a defining moment as Liberia builds on promising macroeconomic gains, continued reforms will help strengthen the country’s economic foundations", she asserted.

Umutoni further stated that the United Nations Sustainable Development Cooperation Framework (2026–2030) is closely aligned with Liberia’s national development priorities, ensuring coordinated support from international partners.

She pledged the United Nations' support to the implementation of the plan through technical assistance in areas such as macroeconomic policy, digital governance, debt sustainability analysis, and monitoring and evaluation.

The launch of Liberia's new economic plan is seen as an important step toward improving the investment climate. Through this plan, the government hopes to attract more sustainable and responsible investment, particularly to support private-sector-led growth and job creation.

Development partners at the occasion emphasized that stronger coordination and alignment with Liberia’s national strategies will be essential to ensure development programs reach communities across the country, particularly vulnerable populations.

The launch was attended by government officials, local and international development partners.

The LWSC says the decision is grounded in provisions of the Amended Water and Sewer Act of 2017, which grants its Board the authority to set tariffs for commercial water operations.

According to the corporation, the persistent non-compliance with financial obligations by some mineral water factories and companies has significantly hampered its ability to effectively execute other responsibilities.

The Liberia Water and Sewer Corporation says the situation is undermining service delivery and regulatory oversight within the water sector, emphasizing that tougher measures have to be taken to ensure compliance.

"The LWSC retains the corporate authority to pursue claims, enforce its rights, and defend itself in legal disputes when necessary", the Corporation's statement read.

In light of the LWSC's enforcement, the Board has announced that legal practitioners will be engaged to guard the Corporation in court. According to the entity, the forthcoming enforcement exercise will cut across the country.

The move signals a firm stance by Liberia Water and Sewer Corporation to recover lawful revenue and ensure regulatory compliance in the water sector.

According to Koung, population isn’t just a set of numbers buried in government documents it is “the destiny of the Republic.” Whether Liberia’s fast-growing population becomes a national advantage or a dead weight, he said, depends entirely on the decisions the country makes now.

“Our youth represent energy. Our women represent resilience. Our children represent tomorrow. And our workforce represents productivity,” he told the audience. “But without planning, all of that potential becomes pressure instead of progress.”

Koung didn’t hold back on where he believes the real responsibility lies. Development, he argued, is not magic and it’s not luck  “It happens by law, by policy, and by budgetary support.” And if those elements are missing, population growth will drag the country down instead of lifting it up.

It was under this urgent tone that the Vice President launched the Legislative Committee on Population and Development (LCPD), themed “Putting People at the Center of National Development.” The committee is tasked with making sure population growth aligns with Liberia’s social and economic priorities, not works against them.

Senator Dabah M. Varpilah, who heads the Senate Committee on Health and now chairs the LCPD, laid out the early steps: a framework document, terms of reference, a work plan, and functional office space  established with support from the United Nations Population Fund. She said the committee will focus heavily on policy alignment in demography, youth development, gender equality, and sexual and reproductive health rights.

Delivering remarks for House Speaker Richard Nagbe Koon, Representative Nehker Gaye reinforced the urgency. Population and development, he stressed, cannot be separated a country’s demographic makeup shapes its economic and political outcomes, whether leaders acknowledge it or not.

Senator Prince K. Moye, speaking on behalf of President Pro-Tempore Nyonblee Karnga Lawrence, committed the Senate’s support, especially on the budget side an area Koung had emphatically pointed to as non-negotiable.

The launch pulled in diplomats, UN agencies, development partners, lawmakers, and civil society leaders, signaling that this isn’t just another committee on paper it’s a call for Liberia to stop drifting and start planning.

And Koung closed the event with a reality check meant to echo long after the ceremony ends:

“History will not judge us by the committees we launch. It will judge us by the lives we improve.”

The Legislative Committee on Population and Development (LCPD) was launched over the week, with the core objective to provide oversight on population issues to ensure that development plannings align with Liberia's population dynamics.

It also aims to improve the quality of life for Liberians through sustained advocacy, legislative support, capacity building, and networking in areas such as population dynamics and demography.

Speaking at the occasion in Monrovia, UNFPA Country Representative in Liberia, Dr. Mady Biaye, described the Committee as the adoption of a globally recognized best practice to advance national development priorities.

Dr. Biaye assured lawmakers that UNFPA stands ready to support the Committee through research, capacity building, and technical guidance to ensure its effectiveness.

He stressed that the committee must strengthen legal frameworks, ensuring rigorous budget oversight in specific regions in seeking the best interests of citizens.

“The formal establishment of the Legislative Committee on Population and Development is not just the creation of a new committee — it is the adoption of a globally recognized international best practice".

“A specialized committee such as the LCPD serves as the critical mechanism for translating data into law, policy into budgets, and commitment into measurable improvements in people’s lives", Dr. Biaye said.

Meanwhile, the United Nations' Resident Coordinator, Christine Umutoni, in a statement presented by UNFPA Country Representative in Liberia, Dr. Mady Biaye, emphasized that the establishment of the Population and Development Committee reflects a critical step to promote demographic data.

“The Legislature’s role in this process is unique and indispensable. You hold the power of the purse and the power of the pen,” the statement read.

Her statement noted that the committee presents opportunities for assessment and well-taken development especially for Liberia's youthful population which constitutes more than half of the country's total population.

“Liberia is a young nation — with over 70 percent of its population under the age of 35. This demographic structure presents an unparalleled demographic dividend — a window of opportunity for accelerated economic growth.”

“Realizing this dividend is not automatic. It requires deliberate legislative action,” she noted, calling for sustained investment in education, youth empowerment, and comprehensive sexual and reproductive health services", Madam Umotoni further emphasized.

‎The development represents a substantial upgrade from the current inspection arrangement, which allows for the processing of only two 40-foot containers per day, often resulting in congestion, extended clearance timelines, and operational inefficiencies within the port ecosystem.

‎During a high-level site visit on Monday, February 23, 2026, members of the LRA Governing Board, accompanied by Commissioner General James Dorbor Jallah, assessed the pace of construction and reviewed technical specifications of the facility, which is projected for completion by August 2026.

‎Board Chairman David K. Vinton characterized the project as a decisive modernization step, stating, “What we have seen today represents meaningful and measurable progress for our country. This facility will deliver real benefits to the Liberian people and the business community.”

‎According to project briefings, the DI complex has been engineered to function as a fully integrated inspection and trade facilitation hub rather than a standalone scanning station. Once operational, it will incorporate both intrusive and non-intrusive scanning systems, expanded warehousing infrastructure capable of accommodating more than fifty 40-foot containers, and a structured deconsolidation platform tailored to support small and medium-sized Liberian enterprises.

‎The project is being implemented by MTS Inspection Services Ltd, the Special Purpose Vehicle under the Destination Inspection Agreement between Medtech Scientific Dubai and the Government of Liberia. Construction works are being executed by Family Pol Business (FPB) under the supervision of Design Engineer Partner (Dubai), in collaboration with the Ministry of Public Works.

‎Unlike the previously limited DI arrangement formerly operated by Bureau Veritas Liberia, the new facility has been conceptualized to centralize inspection, documentation, and financial processing within a single coordinated space. Authorities emphasized that this consolidation will reduce administrative fragmentation and enhance transparency in customs operations.

‎The structure is expected to host Customs operations, MTS Inspection Services, APM Terminals, commercial banks, and the Central Bank of Liberia, thereby creating an integrated institutional environment intended to accelerate cargo clearance and reduce duplication.

‎

‎Board Member Yvonne Bright Dennis underscored the importance of operational discipline alongside physical infrastructure, noting, “The design is modern and impressive. Ensuring full technology integration and effective administrative processes will be key to making this investment work optimally.”

‎Commissioner General Jallah emphasized that modernization must extend beyond physical assets, stating, “A modern inspection environment strengthens accuracy, integrity, and accountability in customs operations. Once fully integrated and supported by trained personnel, this facility will protect revenue while facilitating legitimate trade.”

‎

‎He further clarified that while coordination with APM Terminals is necessary for infrastructure alignment within the port, statutory regulatory oversight and customs authority remain fully vested in the LRA, operating in collaboration with the National Port Authority.

‎

‎By increasing throughput from two to twenty-eight containers at once, authorities believe the DI facility will minimize costly demurrage charges borne by importers, accelerate legitimate trade flows, and strengthen Liberia’s competitiveness within the regional maritime trade network.

The campaign was launched on Friday, February 20, 2026, at the headquarters of the Liberia Revenue Authority in Paynesville. The nationwide awareness campaign will include intensive stakeholder consultations, specialized training for the business community, and public education programs.

Speaking during the launch, the Commissioner General of the Liberia Revenue Authority, Dorbor Jallah described the pending VAT transition as a defining moment in Liberia’s fiscal history.

Commissioner Jallah said the goal of the campaign is to ensure that every sector, from large-scale importers to small-market retailers is prepared for the digital and administrative requirements of the new system to be introduced on January 1, 2027.

He emphasized that the launch is not merely a public awareness campaign, but a milestone in the nation’s domestic resource mobilization journey, to enhance transparency, fairness, accountability, and national self-reliance.

The LRA Boss added that businesses will benefit from a level playing field, while the government will gain stable, predictable revenue streams to finance public services. Jallah also stated that the vulnerable populations will be protected through measures such as zero-rating of essential goods.

“VAT will broaden our tax base and improve compliance efficiency. It is a fairer, more modern system that aligns Liberia with international best practices and ECOWAS protocols".

“VAT is not designed to punish businesses or burden citizens, it is designed to create fairness, accountability, and growth", the Commissioner stated.

He said unlike the Goods and Services Tax system, which often results in “tax cascading” (tax on tax), VAT is designed as a multi-stage tax that allows input credits, to strengthen transparency and reduce the cost of doing business.

VAT charges tax on value added at each stage of production and distribution, allows businesses to claim credits for input taxes, and largely self-enforces through invoice matching and documentation. According to research, VAT is currently used by over 170 countries globally.

Meanwhile, launching the Value Added Tax awareness campaign, the Minister of Finance and Development Planning, Augustine Ngafuan, said the initiative indicates a boost in Liberia's tax payment system.

He said modernizing tax systems, will improve revenue generation and put the government on track to achieve its development goals.

“This transition is about building our roads, powering our energy grid, and equipping our healthcare and education sectors through self-reliance.”

"Revenue collection is the engine that transforms our national budget from a mere document into tangible investments,” Minister Ngafuan underscored.

For their part, development partners applauded the reform initiative. Representing the European Union, Anna Brzozowska highlighted that VAT is critical for fiscal predictability and modernization.

She commended Liberia’s achievements and stressed that public awareness, social acceptance, and effective communication are key to a successful rollout, particularly for those in remote areas.

The Value Add Tax awareness campaign launch brought together senior government officials, representatives of the Liberia Institute of Tax Practitioners, members of the business community, development partners including the African Development Bank, the World Bank, and the European Union among others.

To complement this effort, the Ministry convened a high-level Stakeholders’ Coordination Meeting in Monrovia on Tuesday, February 17, 2026, bringing together international and development partners to share thoughts on issues in the gender sector.

Speaking at the meeting, Gender Minister Gbeme Horace Kollie said the coordination platform is designed to ensure that partners' activities at the community level are accurately captured in national reporting under the ARREST Agenda for Inclusive Development (AAID).

She noted that although many partners are implementing impactful programs nationwide, inconsistencies in reporting formats and duplicate beneficiary figures have made national-level tracking difficult.

According to the Minister, in some cases multiple organizations operate within the same community, each reporting different figures that often overlap.

“When those numbers are submitted separately, it appears as though they represent different individuals, when in fact there may be duplication,” she explained. “We want our reports structured in a particular way so they can effectively feed into how we track the ARREST Agenda from our sector.”

Minister Kollie emphasized that the platform will also provide partners the opportunity to share challenges encountered at the community level and seek national-level support where necessary.

The meeting, organized by the Office of the Minister, marks the beginning of a structured engagement framework aimed at aligning partner-supported interventions with national priorities, improving reporting systems, and reducing duplication.

Discussions centered on four thematic pillars: Gender Equality, Child Protection, Social Protection, and Institutional Capacity Strengthening. Stakeholders shared program updates, identified opportunities for synergy, and explored practical coordination mechanisms to minimize duplication and strengthen service delivery nationwide.

The Ministry said its initiative aligns with the government’s ARREST Agenda under Strategic Policy 22: Inclusive Social Development, particularly Programs 47, 48, 49, and 50 under Pillar Six.

These programs focus on strengthening social protection systems, promoting gender equality, safeguarding children’s rights, and supporting vulnerable communities across Liberia.

To enhance monitoring and accountability, the Ministry also introduced a standardized reporting template to ensure harmonized data collection, consistent reporting, and results-based decision-making.

The Gender Ministry at the same time reaffirmed its commitment to fostering strong partnerships and promoting a unified national approach toward achieving measurable progress in advancing women’s rights, protecting children, and expanding social welfare systems for vulnerable populations throughout Liberia.

Commissioner Jallah described the court's judgment into the over US$1.59 million case as landmark victory that reinforces the principle that concession agreements do not supersede national tax laws.

The case stemmed from a dispute over tax payments under the Liberia Agricultural Company's concession agreement with the Government of Liberia. LAC had sought legal review after the disappointment with the LRA.

In its opinion delivered on February 12, 2026, the Supreme Court of Liberia upheld the validity of advance income tax liability under Section 904(a)(1) of the Revenue Code.

The Court ruled that the provision does not conflict with the concession agreement between LAC and the Liberian government.

In a statement, Commissioner Jallah emphasized that the ruling reaffirms the supremacy of the Revenue Code and clears the way for the government to recover significant revenue.

“The enforcement of advance income tax obligations in this case secures US$1.59 million for public revenue,” he stated.

“These funds directly support national development priorities, including roads, healthcare, education, security, and essential public services.”

The Court’s decision sends a strong message that concession agreements are subject to national laws and cannot override statutory tax obligations unless expressly exempted by legislation.

The ruling reflects a defining moment in Liberia’s revenue administration, reaffirming that the rule of law remains paramount in protecting public finances and advancing balanced national development.

The decision comes at a critical time as the LRA intensifies efforts to meet an ambitious domestic revenue target exceeding US$1 billion in 2026, while strengthening fiscal resilience and safeguarding Liberia’s revenue base.

This year’s celebration, under the theme “Securing Liberia Together: Strengthening Inter-agency Cooperation Against Drug Trafficking and Emerging Security Threats,” highlighted the need for coordinated efforts to tackle complex and evolving security challenges.

Nigerian Chief of Army Staff Lieutenant General Waidi Shaibu, who graced the AFL's 69th anniversary celebration on Wednesday, February 11, in Monrovia, shared his memories of the early stages of the Liberian military restructuring, during which he played a key role from 2007 to 2012.

"As my late boss used to say, we were building an aircraft in flight," Shaibu recalled. "I make bold to say that this aircraft has been significantly built."

He described the Armed Forces of Liberia as “a highly motivated and structured force” and praised it as “a shining example of what international collaboration and regional cooperation can achieve.”

The national celebration, attended by President Joseph Boakai, senior government officials, members of the diplomatic corps, veterans, and regional military leaders, served as both a tribute to fallen heroes and a showcase of Liberia’s evolving defense capabilities.

For her part, Liberia's National Defense Minister Geraldine George called the anniversary “a solemn and proud moment dedicated to honoring the courage, sacrifice, and professionalism of the men and women who defend our sovereignty.”

She added that while Liberia remains relatively stable, the broader regional and global security environment continues to present significant challenges.

"Transnational crime, terrorism, illicit arms trafficking, and cyber threats demand vigilance, preparedness, and professionalism. The Armed Forces of Liberia remains steadfast in its constitutional mandate to defend our territorial integrity and support civil authorities when lawfully required," the Minister warned.

Minister George noted that 2025 was a year of “steady and measurable progress,” highlighting improvements in troop welfare, infrastructure, and operational capacity. She stressed that renovations were completed at Camp Grant, Camp Jones, and Camp Whisnant, while upgrades at the Barclay Training Center are nearing completion.

This year’s Armed Forces Day celebration highlighted the importance of coordinated responses to threats such as drug trafficking, cybercrime, and maritime insecurity.

The celebration also marked the launch of the Ministry of National Defense Strategic Plan 2026–2030, which sets a roadmap for modernization, professional military education, and strengthened civilian oversight.

At the occasion, the National Defense Minister Geraldine George also announced a financial project in collaboration with UN Women, which she said would help boost women's inclusion in the Army.

She disclosed that the Ministry secured a $663,791.81 financial program that will run for two years to raise female participation in the Armed Forces from 7 percent to 20 percent.

"The Ministry remains committed to sustained reform focusing on modernization, troop welfare, leadership development, gender inclusion, and accountability," she affirmed.

Sixty-nine years after its founding and nearly two decades since its post-war rebirth, the Armed Forces of Liberia now stands as a symbol of national sovereignty and an evolving institution striving to be a credible security partner within the West African subregion.

Six Hundred Sixty-three Thousand, Seven Hundred Ninety-one United States Dollars (US$663,791.89) in a bid to boost women’s participation in the Armed Forces of Liberia and deployment to United Nations peacekeeping missions.

The two-year initiative, titled “Strengthening Armed Forces of Liberia’s Women Active Participation in Peace and Security through Deployment to Peacekeeping Missions,” was formally launched on Monday, February 9, 2026, at the Ministry of National Defense Headquarters at the Barclay Training Center in Monrovia.

Launching the project, Minister of National Defense, Geraldine George said the initiative represents a critical step in addressing long-standing structural and institutional barriers that have limited women’s full participation in the Liberian military.

Addressing government officials and partners, Minister George noted that although Liberia’s Military has undergone significant reforms since the end of the civil war, women remain severely underrepresented in operational, leadership, and deployable roles.

She disclosed that women currently account for just over 7.5 percent of the Armed Forces of Liberia, a marginal improvement that has progressed slowly over the years.

The Minister stressed: “This is not a reflection of women’s capacity or commitment. It is the result of structural and institutional barriers, including deployment eligibility requirements, infrastructure gaps, and social exclusion.”

She referenced the September 2022 Measuring Opportunities for Women in Peace Operations (MOWIP) Assessment, which identified these barriers as major impediments to women’s advancement within the AFL.

The Defense Minister explained that the Elsie Initiative Fund Project was signed on November 11, 2025, between the Ministry of National Defense and UN Women, with full implementation responsibility resting on the ministry and technical support provided by the UN Women.

“Thanks be to God that the Elsie Initiative Fund made this project a reality,” she said.

According to the framework, the project will focus on: Strengthening institutional systems, policies, and gender-responsive planning within the AFL, Expanding training and deployment opportunities for women in UN peacekeeping missions, Building leadership capacity on gender equality, protection, and peacekeeping standards; and Improving data systems to track progress and ensure accountability.

Minister Geraldine George emphasized that while the government is delightful for the international support, the Ministry of National Defense and the Armed Forces of Liberia will maintain full ownership of the reform agenda.

“We are committed to implementing these initiatives with discipline, transparency, integrity, and sustained leadership,” she assured.

She added that the project aligns with Liberia’s National Defense Act, the National Action Plan on Women, Peace and Security, the AFL Gender Policy, as well as global frameworks including UN Security Council Resolution 1325 and the Sustainable Development Goals.

On behalf of the United Nations Women, UN Women Liberia Country Representative, Comfort Lamptey, described the newly launched Elsie Initiative Fund (EIF) project as a critical step toward building a more inclusive and effective security sector in Liberia.

Lamptey said the EIF project goes beyond creating opportunities for women, stating that it ensures that institutions are equipped to support them once they begin national duty. She highlighted the importance of institutional reforms, improved welfare, and accountability measures that allow women to serve and lead on equal footing with their male counterparts.

Lamptey also underscored the value of partnership, noting that the collaboration between UN Women, the AFL, and the Ministry of National Defense is key to achieving sustainable change.

"Such cooperation helps build security institutions that better reflect the population they serve and are more responsive to community needs", the UN Women Liberia Country Representative stated.

Serving as Keynote Speaker, Representative Moima Briggs-Mensah of Bong County Electoral District Six described the initiative as a strategic investment in national security rather than a charitable effort.

“Supporting women in the military is not a gesture of goodwill or charity,” Representative Briggs-Mensah said. “It is a strategic investment in Liberia’s future security, ensuring our institutions are stronger, more credible, and more inclusive.”

She commended UN Women, the Ministry of National Defense, and the AFL leadership for embracing inclusive security, noting that women played a critical role in peacebuilding and stabilization during Liberia’s years of conflict.

Representative Briggs-Mensah further highlighted persistent budgetary constraints that have limited specialized recruitment programs for women across the security sector, stating that the Elsie Initiative Fund will help bridge those gaps and create pathways for greater female integration.

“This project sends a clear message to the world that Liberia values equality, embraces innovation, and is committed to strengthening institutions that require the participation of all citizens,” she added.

The day, observed annually on February 6, provides both a global and a national platform to strengthen awareness, dialogue, and draft strategies to end Female Genital Mutilation.

This year’s occasion was commemorated under the global theme, “Towards 2030: No End to FGM Without Sustained Commitment and Investment,” and the local theme in Liberia: “Investing in Liberian Girls and Communities to End Female Genital Mutilation.”

Civil Society Organizations emphasized that eliminating FGM requires political will, stating that the bill submitted by President Joseph Boakia to ban the practice needs urgent attention.

President Joseph Boakia submitted the Women and Girls Protection Bill, titled "An Act to Ban Harmful Cultural Practices in Liberia," in October 2025, which many consider a major step in the fight against FGM.

Speaking at this year's International Day of Zero Tolerance for Female Genital Mutilation observance, the Executive Director of the NGOs Secretariat of Liberia (WONGOSOL), Esther S.D. Yango, described the proposed legislation as a cornerstone for strengthening Liberia’s legal and policy framework against FGM and related gender-based violence.

“While progress has been made through advocacy, community dialogue, and temporary policy measures, the absence of a comprehensive and enforceable legal framework continues to expose women and girls to risk.”

"The Bill provides an opportunity to move from fragmented protections to a holistic, survivor-centered, and rights-based approach,” she said.

Madam Yango emphasized that ending Female Genital Mutilation is not solely a cultural issue but one of human rights, public health, gender equality, and social national development.

According to WONGOSOL Executive Director, if enacted into law, the Women and Girls Protection Bill will amplify national commitment toward restoring the dignity of the vulnerable population.

The bill before the Legislature is being contested by some traditional leaders who believe that banning FGM would undermine Liberia's cultural and traditional practices.

However, on behalf of the United Nations, Dr. Biaye, United Nations Population Fund Country Representative, delivered a message from UN Secretary-General António Guterres that condemned Female Genital Mutilation as a violation of universal human rights affecting over 230 million women and girls worldwide.

The UN Secretary-General’s message reinforced that protecting women and girls requires global solidarity, sustained advocacy, and practical measures to ensure survivors have access to care, education, and leadership opportunities.

“Female genital mutilation violates the universal human rights to life, health, and bodily integrity — and causes lasting harm. The world has committed to ending this dangerous practice by 2030.”

"Achieving zero will require sustained political commitment and investment, with the active role of governments, civil society, health workers, and traditional and religious leaders,” the message read.

The event brought together lawmakers, justice actors, traditional and religious leaders, civil society, development partners and community representatives to raise awareness about the Bill, encourage dialogue on its urgency, and renew commitments toward sustained financial, institutional, and political investment to end FGM by 2030.

The International Day of Zero Tolerance for Female Genital Mutilation, observed on February 6 of each year, serves as a reminder that ending the harmful practice is both a moral obligation and a constitutional responsibility.

As calls intensify to end FGM, government officials, civil society actors, development partners, traditional leaders, and other key stakeholders gathered in observance of this year's International Day of Zero Tolerance for Female Genital Mutilation, commemorated on February 6 each year.

Speaking at the event in Monrovia, the Deputy Minister for Gender at the Ministry of Gender, Children and Social Protection, Atty. Laura Golakey, told the high-level gathering that ending FGM requires national investment, unity, and decisive action, and stressed that the issue transcends politics.

“Female Genital Mutilation is not politics. It is about people’s lives. It is about the health, dignity, and future of Liberian girls,” Atty. Golakey said.

She revealed that the government of Liberia has committed to reducing violence against women and girls by 50 percent by 2029, noting that achieving this goal will require stronger laws, improved prevention efforts, and effective support systems for survivors.

The Deputy Gender Minister also highlighted Liberia’s commitment at the United Nations General Assembly, where President Joseph Boakai reaffirmed the country’s position on criminalizing harmful traditional practices, including Female Genital Mutilation.

She urged lawmakers to swiftly ensure the passage of a bill currently before them seeking to ban harmful traditional practices, which was submitted in 2025 by President Boakai.

The bill is titled "An Act to Ban Harmful Cultural Practices in Liberia" (also referred to as the Women and Girls Protection Act of 2025).

Atty. Golakey stated: “This issue is bigger than politics. This is about protecting Liberian girls. The time to act is now,” she stressed. “To end FGM and gender-based violence, it will take Liberians including lawmakers, traditional and community leaders, parents, and young people — speaking up.”

Also participating, UN Women Deputy Representative Madam Yemi Falayajo, delivering remarks on behalf of UN Women Liberia Country Representative Madam Comfort Lamptey, noted that while progress has been made, the fight against FGM remains fragile.

Madam Falayajo cited reports that more than 230 million girls and women globally are victims of FGM, with about 4 million girls at risk every year, with many under the age of five.

She referenced the 2023 proclamation by the National Council of Chiefs and Elders of Liberia, which formally banned FGM nationwide, describing it as a major milestone in aligning traditional authority with human rights.

Madam Falayajo called on the National Legislature to enact the Women and Girls Protection Act of 2025, emphasizing that ending FGM requires collective efforts.

She also expressed concern over reports of bush schools' reopening and graduation ceremonies, warning that gains made could be reversed without sustained vigilance. “FGM is deeply rooted in cultural identity, and the fight remains fragile,” she said.

The International Day of Zero Tolerance for Female Genital Mutilation is observed annually to raise awareness and mobilize action toward ending harmful practices against girls and women worldwide.

The dialogue, second in a series, brought together senior government officials, lawmakers, civil society organizations, development partners, and community advocates to assess progress and build national consensus on ending harmful practices, addressing Sexual and Gender-based Violence (SGBV), and dismantling barriers to women’s empowerment.

Speaking during high-level dialogue on Wednesday, February 4, 2026, on behalf of the Minister of Gender, Children and Social Protection, Deputy Minister for Research, Policy, and Planning, Curtis V. Dorley, described the forum as a decisive moment rather than a routine consultation.

“This dialogue is more than a meeting; it is a collective call to action,” Dorley said. “It provides an opportunity for government, civil society, development partners, and communities to unite in shaping policies that will strengthen protection systems and ensure that no woman or girl is left behind.”

He urged participants to engage candidly and responsibly, noting that discussions are expected to produce three to four concrete objectives to guide the development of stronger, more coordinated, and sustainable national solutions.

Deputy Minister Dorley emphasized that issues such as harmful traditional practices, sexual and gender-based violence, and women’s empowerment must remain national priorities. “These issues must stay on the front lines of our collective fight,” he stressed.

He also called for actionable recommendations to reinforce the leadership and coordination role of the Ministry of Gender, particularly in removing legal and policy barriers that continue to impede the advancement of women and girls nationwide.

Meanwhile, participating in the dialogue, Bong County District #6 Representative, Moima Briggs-Mensah, used the platform to reaffirm her unwavering commitment to working with the relevant institutions on ending female genital mutilation (FGM) in Liberia.

She stressed that sustained advocacy and political will are essential to permanently outlaw the practice.

“I see many of us deeply involved in the fight against FGM—through programs, awareness campaigns, and advocacy. This shows that there is collective determination to ensure that FGM is stopped,” she said.

“FGM cannot be passed again. I do not believe it will ever be passed in this country. When I say now, I mean now. By 2027, many of us will be focused on elections. If we act now, the space for resistance becomes much smaller,” she noted.

Representative Briggs-Mensah disclosed that her advocacy has come at personal cost, including backlash within her constituency, but emphasized that her stance is rooted in lived experience.

“My passion for ending FGM is not political. I am a survivor,” she said. “While I may be able to protect my own children, there are many marginalized women and girls who cannot protect themselves. They deserve a law that gives them hope and protection", the Bong County Lawmaker noted.

Speaking on behalf of the United Nations Women Country Representative, Ms. Racheal Boma, Program Specialist on Ending Violence Against Women and Girls, acknowledged that Liberia continues to record high rates of FGM, but said the country has reached a decisive turning point.

“While national data reflects a high prevalence of FGM, we are also seeing strong political commitment—starting with the President—alongside regional commitments under ECOWAS and international obligations,” she said.

Ms. Boma praised the Ministry of Gender and the Liberian Legislature for advancing what she described as a timely and robust bill, while commending civil society organizations for sustained community mobilization.

She warned that failure to act swiftly would continue to place women and girls at grave risk.

“Unless action is taken urgently, women and girls in Liberia will continue to suffer. Many will face complications during childbirth, and some will lose their lives due to the use of unsterilized instruments,” she cautioned.

The UN Program Specialist reaffirmed UN Women’s commitment to supporting Liberia’s efforts to promote gender equality and safeguard the rights of women and girls.

However, civil society voices echoed urgent calls for action, with Ms. Esther Yango Wongosol, Executive Director of WONGOSOL, describing Female Genital Mutilation as a national emergency.

“Imagine girls in rural communities being taken out of school while classes are in session, only to be forcefully initiated into the Sande society,” she said

‎The specialized workshop, held from January 28 to 29 in Monrovia, was jointly organized by the Office of the United Nations High Commissioner for Human Rights, the Liberian National Bar Association, the Association of Female Lawyers of Liberia, and the Organization for Women and Children, reflecting a coordinated effort to align domestic legal expertise with international standards.

‎Conducted at a decisive stage within Liberia’s accountability trajectory, the training focused on preparing legal practitioners for the complex demands associated with prosecuting gross human rights violations committed during the civil wars and addressing sophisticated corruption-related offences.

‎Organizers emphasized that the effectiveness of future judicial mechanisms will depend not only on statutory frameworks but on the technical competence and ethical discipline of the professionals entrusted with their implementation.

‎The sessions were structured to deepen understanding of transitional justice principles, international criminal law frameworks, evidentiary requirements, and procedural safeguards, while reinforcing the obligation of lawyers to ensure that justice mechanisms function with credibility and balance.

‎Highlighting the importance of national preparedness, OHCHR Representative in Liberia, Mr. Christian Mukosa, stated that “strengthening the capacity of national lawyers is essential to ensuring that accountability mechanisms are credible, fair, and responsive to victims.”

‎He added that “as the WECC and NACC move closer to becoming operational, lawyers must be prepared to uphold international due process standards while supporting meaningful victim participation.”

‎The opening ceremony brought together senior national and international stakeholders, including the Minister of Justice and Attorney General, representatives of the Judiciary, the Chair of the Law Reform Commission, the Dean of the Louis Arthur Grimes School of Law, the Executive Director of the Office for the Establishment of the War and Economic Crimes Court in Liberia, and the United Nations Resident Coordinator.

‎Reaffirming the government’s position, the Minister of Justice, Cllr. N. Oswald Tweh, underscored Liberia’s determination to confront impunity for international crimes and complex corruption offences, noting that “we are committed to equipping our legal professionals with the tools, knowledge, and support required to deliver justice in line with international legal standards.”

‎The United Nations Resident Coordinator reiterated the UN’s continued backing of Liberia’s transitional justice agenda, emphasizing sustained institutional support.

‎Substantive discussions addressed accountability for serious violations of international humanitarian law, individual criminal responsibility, crimes against children, corruption-related offences, and the incorporation of gender perspectives across judicial processes. 

‎

‎One female participant stressed the importance of inclusive justice, stating that “we must ensure that future judicial mechanisms deliver justice that fully reflects the experiences of women and girls,” while noting that the training strengthened advocacy for gender-responsive accountability structures.

‎

‎Facilitated by United Nations experts alongside experienced national legal practitioners, the workshop encouraged practical engagement and professional exchange.

Addressing lawmakers at the grounds of the Capitol Building on Monday, January 26, 2026, President Boakai announced a nationwide reduction in maternal deaths; describing it as a key outcome of targeted investments in health infrastructure, workforce training, and service delivery.

He emphasized that immunization coverage for children under one year reached 88 percent, while medicine stockouts dropped sharply from 95 percent to 5 percent, signaling improved availability of essential drugs across public health facilities.

“Maternal deaths dropped nationwide, immunization coverage for children under one reached 88 percent, and medicine stockouts declined from 95 percent to 5 percent,” the President said.

The Liberian Leader highlighted ongoing investments in healthcare infrastructure, including the reconstruction of the C.H. Rennie Hospital in Margibi County, now relocated to Kakata, and expanded to include a midwifery training school.

He further reported that the construction of a Neuro-Psychiatric Hospital in Bensonville has reached 75 percent completion, while the Regional Diagnostics Center in Bong County stands at 85 percent completion.

According to him, the government strive to establish a National Health Intelligence Center, which has improved disease surveillance and response.

“Reconstruction work on the C.H. Rennie facility is underway at the new Kakata location, where it will now include a midwifery school,” President Boakai told the nation.

Meanwhile, the Liberian Chief Executive in his address outlined Women’s empowerment, placing emphasis on the Liberia Women Empowerment Project which has already supported 3,300 women with income assistance. He said the project will be expanded to reach over 32,000 women across several counties.

He stated that under the REALISE Project, more than 15,000 poor households, many headed by women, received cash transfers totaling over one billion Liberian dollars, alongside livelihood support and skills training.

“The Liberia Women Empowerment Project reached 3,300 women with income support and is expanding to benefit over 32,000 more women across several counties,” he said. 

President Boakai used the occasion to reaffirm his government committee to promoting public health, gender equity, and social protection of women.

He said continued investments in women's empowerment and healthcare are essential to improving livelihoods and securing Liberia’s long-term development.

It can be recalled on Monday, January 19, 2026, personnel of the Armed Forces of Liberia ordered the immediate excavation of residents from the Ramrod Military Barracks in the 72nd Community, in Paynesville, that sparked mixed reactions with many terming it as an intimidation against civilians.

The Defense Minister said residents have been illegally occupying the facility since the end of Liberia's Civil War in 2003. The Assistant Minister for Public Affairs, Oscar Mulbah noted that prior notices served to occupants have not been adhered to.

He stressed that conversations surrounding the evacuation process began in 2024. According to Mulbah, the eviction order is now being enforced to ensure that barracks earmarked for renovations are properly reserved.

In an interview with Kool FM, the Assistant Public Affairs Minister at National Defense Ministry, emphasized that there is no property seizure amidst the ongoing evacuation, stating the Armed Forces of Liberia is ensuring that residents peacefully comply with the order within a 14-day ultimatum.

"We have been having meetings with them since 2024. We give them a five-month ultimatum in May 2026 to leave the barracks 2025. We are those who are illegally occupying the facility to ensure peacefully leave and leave within time. There is no harassment, we are only reclaiming our property", Mulbah pointed out.

Meanwhile, the Ministry of National Defense has disclosed that the Armed Forces of Liberia is faced with constraints of accommodations, and that reclaiming the Ramrod Military Barracks will prepare it to welcome new recruits of the Army.

The Assistant Public Affairs Minister Oscar Mulbah furthered that the barracks is largely being encroached on. He said 37 acres is under illegal occupation, while the AFL only seeks to retain 13 acres expected to be reconditioned for military residential purposes.

He said men and women of the Army deserve comfortable environments for their residence as they perform their National duties. Oscar Mulbah at the same noted that functioning barracks are filling and there is a need to readjust and operationalize old barracks to meet the existing demands.

"We are about to recruit. We cannot carry out recruitment when we are still faced with a serious challenge of accommodations. The Ramrod Military Barracks (72nd Barracks) is not a unique case. We are not targeting anybody", Mulbah revealed.

However, calls are emerging for the government through the Ministry of National Defense to compensate civilians to resettle, most of whom have spent over 20 years residing in the area.

‎According to NAYMOTE-Liberia’s President Meter Report 2025, an independent assessment covering January to December 2025, only three of 378 planned interventions were fully completed, while 165 projects were ongoing, 76 had not started, and 134 could not be verified due to insufficient data.

‎

‎Releasing the report on Tuesday, January 13, during a press briefing, NAYMOTE-Liberia Executive Director, Eddie Jarwolo, said: “These numbers expose serious accountability gaps", adding that “Over half of the AAID interventions are either inactive or unverifiable, underscoring systemic weaknesses in coordination, reporting, and transparency.”

‎The report evaluated progress across six strategic pillars of the AAID: Governance and Anti-Corruption, Environmental Sustainability, Infrastructure Development, Human Capital Development, Economic Transformation, and Social Inclusion.

‎

‎Strongest Pillars: Governance and Anti-Corruption led with a 56.9 percent activation rate, closely followed by Environmental Sustainability (56.7 percent) and Infrastructure Development (55.3 percent), driven by digital governance reforms, donor-backed climate initiatives, and visible infrastructure investments.

‎

‎Weakest Pillars: Human Capital Development (36.7 percent) and Economic Transformation (35 percent) lagged significantly. NAYMOTE-Liberia cited chronic underfunding, fragmented inter-ministerial coordination, and limited reporting—particularly in the health and education sectors—as key barriers to progress.

‎

‎Decentralization Challenges: The report also highlighted persistent weaknesses in decentralization. Reviews of County Service Centers revealed that over 60 percent of essential public services remain inaccessible outside Monrovia, leaving rural citizens disconnected from government functions.

‎

‎“This confirms that decentralization remains largely theoretical, failing to deliver meaningful results to citizens,” Jarwolo explained.

‎

‎Limited Achievements: Despite the overall sluggish pace, several measurable milestones were achieved in 2025:

‎

‎• Establishment of the War and Economic Crimes Court office

‎

‎• Rollout of biometric national identification to over 710,000 citizens

‎

‎• Pilot deployment of electronic procurement systems

‎

‎• Passage of the Tourism Act

‎Completion of the Liberia Petroleum Refining Company’s tank and laboratory

‎Adoption of the National Action Plan on Business and Human Rights

‎

‎“These successes demonstrate that progress is possible when political will, resources, and institutional capacity align,” Director Jarwolo said.

‎NAYMOTE-Liberia warned that at the current pace, Liberia risks missing the AAID’s 2029 development targets.

‎The President Meter Report 2025 was produced under NAYMOTE-Liberia’s Democracy Advancement Program with support from the Embassy of Sweden and the Swedish International Development Cooperation Agency (Sida).

‎NAYMOTE emphasized that the findings reflect its independent analysis and do not necessarily represent the views of its partners.

‎In a statement dated January 9, 2026, the Ministry condemned any act of sexual violence against children, labeling it as both a grave criminal offense and a flagrant violation of Liberia’s Children’s Law, the Penal Law, and international child protection treaties ratified by the country.

‎

‎Emphasising the enduring impact on victims, the Ministry further remarked, “Sexual abuse of a minor is a serious crime that inflicts lasting physical, psychological, and emotional harm on victims and undermines the moral fabric of our society.”

‎

‎Calling for immediate and diligent intervention, the Ministry exhorted law enforcement authorities to undertake a scrupulous and impartial inquiry. 

‎

‎“We call for a thorough, impartial, and expedited investigation by the appropriate law enforcement authorities to establish the facts of this matter,” the statement asserted, highlighting the necessity of holding any perpetrator accountable.

‎

‎The Ministry stressed that the welfare and protection of the child must remain paramount. 

‎

‎“The identity and privacy of the victim must be safeguarded at all times, in line with child protection best practices,” it added, noting the critical importance of access to medical care, psychosocial support, and legal safeguards for the minor concerned.

‎

‎Further, the Ministry appealed to security institutions, parents, guardians, community leaders, and the public to assist authorities by reporting incidents of child abuse and remaining vigilant against threats to children’s safety.

‎

‎Reiterating its unwavering stance against sexual and gender-based violence, the Ministry affirmed its commitment to partnering with national and international stakeholders to reinforce preventive measures and strengthen response systems across Liberia.

‎

‎The video showed the two girls performing a staged dialogue about their future aspirations in an indecent manner while being filmed, an act that constitutes exploitation under Sections 6 and 14 of the Liberian Children’s Law of 2011, which require that children be protected from all forms of abuse, neglect, and harmful practices, and that their best interests be the primary consideration in all matters affecting them.

‎Upon discovery of the video, the father was reportedly directed to remove it, with authorities noting that children should be protected from exploitation, public exposure, and potential harm. When he reportedly refused, intervention became necessary.

‎

‎The father was subsequently arrested and is currently under investigation for offences under the Children’s Law of 2011 (Sections 6 and 14) and the Child Rights Protection Act, which criminalise the exploitation and endangerment of minors.

‎

‎In a statement, the Ministry commended the LNP for its continued collaboration and reiterated its commitment to defending the rights and dignity of children nationwide.

The amount exceeds the approved 2025 domestic revenue target of US$804.6 million by US$13.4 million, marking a historic milestone in the country’s fiscal performance.

The announcement was made on Monday by LRA Commissioner General James Dorbor Jallah during a press briefing in Monrovia. He disclosed that the surplus is expected to rise to at least US$20 million by the end of the 2025 calendar year, following final revenue consolidation in March 2026, as required by law.

Commissioner General Jallah described the achievement as a major step forward in strengthening Liberia’s domestic resource mobilization and advancing fiscal sustainability.

According to him, the 2025 revenue outturn represents a significant improvement over the US$699 million collected in 2024 an increase of more than US$119 million. The performance also marks the second consecutive year that the LRA has exceeded its annual revenue target.

He attributed the success to enhanced institutional discipline, professionalism, and sustained reforms within the Authority, noting that the results reflect improved systems, stronger compliance mechanisms, and growing public confidence in revenue administration.

Since its establishment, the LRA has implemented a series of reforms aimed at modernizing revenue administration, strengthening tax compliance, and improving transparency and accountability. These reforms have intensified in recent years, with a focus on operational efficiency, institutional integrity, and system-wide improvements across the revenue value chain.

Commissioner General Jallah acknowledged that the 2025 performance was achieved despite financial, logistical, and human resource constraints. He commended the dedication and resilience of LRA staff and expressed appreciation to partner institutions across government including customs officers, port authorities, line ministries, agencies, and commissions for their collaboration in revenue generation and enforcement.

Looking ahead, the Government of Liberia has set a domestic revenue target of US$1.176 billion for fiscal year 2026. While noting prevailing global and domestic economic challenges, Commissioner General Jallah reaffirmed the LRA’s commitment to professionalism, evidence-based decision-making, and results-driven performance.

To support the 2026 target, the Authority plans to deepen reforms through expanded digital transformation, increased automation, data-driven compliance management, and continued modernization of taxpayer services.

Preparations are underway for the introduction and effective administration of Value Added Tax (VAT), alongside enhanced nationwide taxpayer education and public awareness initiatives.

Commissioner General Jallah called on the Government to sustain its support for the Authority and thanked compliant taxpayers whose contributions continue to support national development. He reaffirmed the LRA’s commitment to fairness, transparency, and sensitivity in tax administration, particularly in light of prevailing economic pressures.

He also encouraged participants in the informal sector to enter the tax system, stressing that broadening the tax base is essential to easing the burden on compliant taxpayers and ensuring sustainable national development.

As Liberia moves toward ambitious fiscal goals, Commissioner General Jallah emphasized the importance of continued collaboration among public institutions, the private sector, development partners, and citizens in strengthening domestic revenue mobilization and supporting national development.

Speaking during a town hall meeting in Lofa County during the week, Senator Joseph told citizens that the national climate under President Boakai has inspired renewed confidence, adding that both personal safety and public trust in governance have noticeably improved. 

He said the changes mark a clear departure from past administrations and reflect a leadership focus on stability and inclusion.

“Mr. President, I must say that I feel more secured and happy in your administration than the previous administration,” the senator said, while pointing to visible development initiatives unfolding across the country. 

He stressed that the electrification of Bensonville stands as a symbolic and practical breakthrough, underscoring that the city had gone without electricity for more than 40 years until the current government intervened. 

“For the first time in 40 years, electricity has reached Bentol City, and it is this President who carried it there,” he noted.

Senator Joseph also commended President Boakai’s emphasis on national unity and reconciliation, stating that improved security conditions have reduced fear and restored freedom of movement across communities. 

According to him, Liberians are now able to travel and return to their hometowns with a sense of safety that had long been absent.

“We thank you for the unity you have brought. Today, we can go to our hometowns without fear,” he added.

The electrification of Bensonville is expected to drive economic activity, enhance public safety, and improve living standards for residents who have lived decades without consistent power. 

The project forms part of the Boakai administration’s wider infrastructure strategy aimed at decentralizing development and expanding electricity access beyond Monrovia.

The national resolution is in firm support of the "Save the Future Project" under the Ministry. The resolution to ban child street selling comes admits the troubling statistics on child vulnerability in Liberia.

A 2022 UNICEF report on Liberia estimates that more than 366,000 children are currently living on the streets nationwide, while over 65,000 others are engaged in street selling. 

The commencement of the campaign against child street selling on Monday was carried out by social workers from the Ministry of Gender, Children, and Social Protection in collaboration with members of the Liberia National Police (LNP).

During the exercise, children found selling on the streets in Monrovia, Paynesville and other surroundings, were cleared off. According to the Ministry, the enforcement does not only aim to remove children from the street, but to also enroll them in school to pursue their goals.

Speaking during the campaign the lead of the "Save the Children Project", under the Gender Ministry, Alex Divine, described child street selling as a crisis that continues to under the future of the young generation. He said it has over time resulted in trafficking and human rights abuses.

“This problem did not start today. If past governments had taken stronger steps earlier, Liberia would not be facing such huge numbers of children on the streets,” Divine said. “Children do not deserve to live or work on the streets. They deserve protection, education, and care.”

The Save the Children Project lead, Alex Divine, disclosed that the government, through the Save the Children Project, is actively working to ensure that vulnerable children receive protection and educational opportunities.

He explained that approximately 3,400 children have so far been enrolled across 72 public and private schools nationwide under the program.

Divine, highlighted that children caught as part of the enforcement are taken to nearby police stations for documentation, in consultation with their parents or guardiance.

He stated that social workers of the Ministry conduct assessments, provide counseling, and initiative a follow-up case management on the situation.

However, the Ministry of Gender, Children, and Social Protection has announced that enforcement exercise will be extended to other parts of Liberia in the coming days.

During the 2025 Liberia National Bar Association (LNBA) Convention, held December 4–7 in Ganta, Nimba County, the LRA rolled out a detailed sensitization campaign aimed at strengthening legal practitioners’ understanding of the forthcoming Value Added Tax (VAT) system.

The annual convention, a premier gathering of legal minds, provided the perfect forum for the Authority to deepen awareness ahead of VAT’s formal introduction.

VAT is set to replace the existing Goods and Services Tax (GST), marking a shift toward a more modern, efficient, and transparent consumption tax regime.

Unlike the single-stage GST, VAT will be collected throughout the supply chain, creating a more traceable system that is expected to curb evasion and boost domestic revenue.

Liberia remains the only West African nation yet to implement VAT. For the LRA, this transition is strategically important—not just for aligning with regional norms but for expanding the tax base and enhancing long-term fiscal sustainability.

At the Convention, LRA VAT Project Manager S. Tunny Cooper led the technical sessions, walking participants through the core features of the new system.

His presentation unpacked the 2024 VAT Law, Regulation No. 136 of the Ministry of Finance and Development Planning, and the implementation roadmap leading up to full rollout in January 2027.

Cooper stressed that the legal community will be indispensable in ensuring a smooth shift to VAT. From contract structuring and compliance advisory to dispute resolution and client guidance, lawyers will play a pivotal role in interpreting the law and safeguarding its proper application countrywide.

He reiterated the LRA’s commitment to ongoing stakeholder engagement, promising continuous sector-specific training and sustained collaboration with the Bar.

Facilitators James B. Kokulo, Moriah D. Sayor, and Lewis S. W. Pyne Sr. also contributed to the sessions.

Cllr. Kanio Bai Gbala, Chair of the LNBA’s Continuing Legal Education Committee, praised the Authority’s initiative, describing the sessions as both timely and impactful.

He encouraged sustained interaction between the LRA and the legal fraternity to ensure clarity and national preparedness as implementation nears.

The Convention brought together Chief Justice Yamie Quiqui Gbeisay, senior judicial officials, diplomats, and distinguished guests—further underscoring the significance of the LRA’s engagement at such a high-level forum.

VAT registration for eligible businesses is scheduled to begin in July 2026 and will run through the end of the year. Full implementation takes effect on January 1, 2027, marking a transformative moment in Liberia’s domestic revenue mobilization framework.

Speaking to journalists at Roberts International Airport (RIA), Mampeule said his visit aims to assess Liberia’s investment environment and identify potential areas for strategic partnerships that can support national development. He noted that part of the mission includes collaboration with the Men Empowerment Initiative (MEI) to promote men’s empowerment and leadership.

Mampeule is the Founder and CEO of the African Housing and Infrastructure Fund (AHIF) and a member of the Forbes Real Estate Council. He also serves as Chairman of the Mampeule Foundation, Chairman of the University of Johannesburg’s SMaCT Research Centre, a Councilor of the Global Surgery Foundation High-Level Council, and a board member of MetroFibre Networx (MFN). He was recognized among the Top 100 Property Leaders by the South African Institute of Black Property Practitioners (SAIBPP) in 2023 and received SAIBPP’s Socio-Economic Impact Award in 2019.

Mampeule said his team’s priority areas in Liberia include affordable housing, energy, tourism, maritime industries, and broader infrastructure development. According to him, the African Housing and Infrastructure Fund plans to expand investment across the region, with Liberia already showing strong openness to partnership.

“As infrastructure developers, we aim to use technology and innovation to support Liberia’s maritime and ocean industries,” he said, adding that his organization looks forward to engaging with government institutions, private sector leaders, and young people.

He emphasized the importance of empowerment initiatives, stating that programs like MEI will help strengthen families, promote equality, and create opportunities for skills training and job creation.

Mampeule also highlighted the potential for sustainable tourism development in Liberia, noting that training young people and improving infrastructure such as airports and tourism facilities could create jobs and boost entrepreneurship nationwide.

The two-day workshop, held from 5–6 December 2025 in Monrovia, brought together government agencies, civil society organizations, and private sector actors to craft a strategic roadmap for integrating gender-responsive policies, programs, and projects.

Two years ago, the NLC, which is the coordinating body of the MAP Liberia Land Platform-made a commitment to promote equality and eliminate gender-based discrimination by adopting the ILC Africa Gender Justice Charter.

After conducting a 2024 gender audit that looked at both internal operations and external engagements, the coalition identified opportunities to strengthen gender-sensitive approaches across its work.

NGAP provides a complete framework to Promote gender-responsive transformation in policies and programs. Set measurable objectives to ensure accountability.

Guide systematic reforms to address structural inequalities.

Speaking at the opening, Mr. James Yarsiah, Executive Director of the Rights & Rice Foundation and National Facilitator of MAP Liberia, said that the NGAP was consistent with the ILC Africa Regional Framework and represented the third tier in the gender justice strategy of MAP Liberia.

Mrs. Comfort Sawyer-Baysah, a leading Liberian gender specialist, facilitated the workshop and emphasized a gender-transformative and intersectional approach.

"Gender justice ensures equal opportunities, rights, and fair treatment for all, with attention to inequalities intersecting with social categories like race, class, and ability. This is important for human rights, social development, and economic outcomes, particularly in land governance that affects livelihoods and food security."

The workshop yielded a draft NGAP with actionable measures, assigning responsibilities and budgets, as well as timelines for each initiative. Participants confirmed that the session had indeed delivered a practical and implementable roadmap.

At the end, participants recommended that, to have effective implementation, Finalization of the NGAP into an official document.

The Longer-running future workshops allow for in-depth discussions with participants, not getting overtired.

The NGAP development underpins the commitment of MAP Liberia to the advancement of gender equality, social inclusion, and sustainable land governance in Liberia.

Under the leadership of Director General G. Warsuwah Barvoul, Sr., the LNFS is taking bold steps to equip Liberians with the knowledge and skills needed to prevent fire disasters before they occur.

“This campaign is more than just awareness; it is a commitment to saving lives and protecting communities,” Barvoul said. “We have witnessed devastating fires in recent months, and it is high time that every Liberian takes fire prevention seriously. Knowledge is our first line of defense.”

The campaign comes in the wake of a massive proliferation in fire outbreaks across Liberia in the past year, including the tragic destruction of residential and commercial properties in Monrovia and Paynesville. These incidents have caused deaths, displaced hundreds of families, and resulted in untold economic losses.

Abraham Varney, Team Lead of CeppDev Liberia, emphasized the importance of collaboration, saying, “Preventing fires is a shared responsibility. Through this campaign, we aim to empower communities with practical skills, from handling electrical faults to proper storage of flammable materials. A fire can destroy a life in minutes, but knowledge can prevent it.”

The nationwide initiative is part of President Joseph Nyuma Boakai’s ARREST Agenda for Inclusive Development, which highlights the importance of public-private partnerships in ensuring the safety and well-being of Liberians.

Community mobilization is at the core of the campaign as workshops, school programs, public awareness initiatives, and training sessions will be rolled out across the country to ensure every community has access to critical fire prevention information.

Madam Fatumata, a resident of Paynesville, shared her thoughts at the launch. “We have seen neighbors’ houses burn down. This campaign is important. We will now know how to prevent fires and protect our families. It gives us hope.”

For his part, James , a local community leader, said, “Before this, many of us didn’t know the simple steps to prevent fire. This program teaches us responsibility and awareness. Our neighborhoods will be safer because of it.”

Experts say that most fire incidents in Liberia are caused by unattended cooking fires, electrical faults, and careless handling of flammable materials. This campaign seeks to address these root causes through education and hands-on training.

LNFS Boss stressed the need for vigilance. “A fire can destroy in minutes what people have built in years. Awareness, preparedness, and community action are our most effective tools against this threat. Together, we can prevent disasters before they happen.”
