<p>Instead, he framed the contested transactions as routine government operations executed within the scope of approved national policy.</p>
<p>Tweah argued that once the national budget is passed, it empowers the Executive to carry out spending without requiring separate, transaction-specific requests.</p>
<p>He further emphasized that in matters involving national security or emergencies, decisions are often made collectively and may not always be accompanied by formal documentation. His assertion has directly undermined the Prosecution’s reliance on what it describes as procedural gaps.</p>
<p>To reinforce his defense, Tweah pointed to previous large-scale disbursements processed through the Central Bank of Liberia.</p>
<p>These include more than "US$15 million to the National Elections Commission, US$25 million to the World Food Programme for pandemic-related food aid, and US$1 million" to the United Nations Population Fund in support of the 2022 national census.</p>
<p>According to him, such transactions followed long-standing administrative practices, raising questions about why similar actions are now being criminalized.</p>

<p>Moments later, Representative Kolubah further suit, delivering a blunt message to the committee before his departure. “Since you didn’t give my lawyers the chance and I’m being left alone, I will walk out".</p>
<p>Despite the move, members of the House's Rules, Order and Administration Committee then proceeded with their hearing and rejected claims that Kolubah’s rights were being violated.</p>
<p>A committee member, Representative Mannah Johnson of Bong County dismissed the defense’s argument, insisting that the process already met acceptable standards.</p>
<p>“The process that is ongoing is already a due process,” Johnson stated, signaling the committee’s determination to press forward regardless of the walkout.</p>
<p>The standoff has now thrown the outcome of the hearing into uncertainty. Representative Yekeh Kolubah is under investigation for declaring that the disputed border point in Foya, Lofa County belongs to Guinea.</p>

<p>In a formal communication filed on Monday, April 13, the outspoken lawmaker said that the issues under investigation go beyond routine legislative matters, describing them as “deeply rooted constitutional concerns” that need careful legal interpretation and defense.</p>
<p>“The timing has made it practically impossible to engage legal services before today’s hearing,” Kolubah stated, warning that proceeding without proper representation could violate his constitutional rights.</p>
<p>“This process raises serious questions about jurisdiction and due process,” he added. “I must be allowed the opportunity to consult competent legal minds to protect my rights,” Representative Kolubah emphasized.</p>
<p>Despite the urgency of his plea, the Committee on Rules, Order, and Administration insisted that granting his full five-day request would disrupt the already tight schedule of the ongoing Special Session.</p>
<p>In response, the Committee Chair, Representative James Kolleh, assured that Kolubah would receive a fair hearing, even though he was granted only two days instead of five to secure legal counsel.</p>
<p>He announced that the Committee agreed to reschedule Yekeh Kolubah’s appearance to Wednesday, April 15, 2026, at 10:00 AM, as it continues its investigation to report to Plenary within the stipulated 10-day period.</p>
<p>“Due process remains paramount, and the integrity of our procedures will not be compromised. We cannot afford to stall the work of the House,” Kolleh pointed out.</p>
<p>Yekeh Kolubah is under investigation for alleged “Gross Breach of Duty and Violation of Oath of Office” under Articles 38 and 76 of the Liberian Constitution.</p>
<p>He recently declared that based on his survey, the disputed boundary at the Sorlumba Border in Foya, Lofa County, belongs to Guinea, not Liberia. </p>
<p>His statement comes amdist growing tension along the Liberia-Guinean Boarder. This has sparked serious debate, with some lawmakers describing Representative Kolubah's comments as treasonous.</p>
<p>A proposal to expel or suspend Kolubah on said ground, was filed by Montserrado County District 3 Representative Sumo Mulbah.</p>

<p>Adding to the debate, Montserrado County Senator Abraham Darius Dillon has raised concerns about employment practices across concession areas, including Bea Mountain’s operations.</p>
<p>He alleges that foreign nationals occupy multiple skilled positions that Liberians are qualified to perform, including technical and administrative roles.</p>
<p>Senator Dillon further links the situation to the issuance of work permits by the Ministry of Labor Liberia, which he argues has contributed to reduced employment opportunities for Liberians.</p>
<p>He maintains, however, that the issue must not be politicized or misinterpreted as targeting any county or group, but treated as a national employment concern.</p>
<p>"The very Bea Mountain ... like many other concession companies and other private sector business entities ... they employ FOREIGN carpenters, welders, electricians, nurses, drivers, cooks, accountants, comptrollers, plumbers, etc ... thereby depriving thousands of our qualified and competent citizens the job opportunities created by signing these Concession Agreements", Senator Dillion noted.</p>
<p><strong>Import Dependency and Economic Structure Concerns</strong></p>
<p>Former Commerce and Industry Minister Amin Modad has added another layer of concern, focusing on import dependency and local value retention within mining operations.</p>
<p>Modad disclosed that during his tenure at the Ministry of Commerce and Industry Liberia, investigations revealed that Bea Mountain imported nearly 90 percent of its consumables, including basic goods such as eggs, soap, and honey, despite their availability in Liberia.</p>
<p>He said the government responded by restricting import permits for such goods to encourage local sourcing and stimulate domestic production, but noted that these actions reportedly triggered resistance and political backlash.</p>
<p>Modad is now calling for a structural overhaul of Liberia’s mining governance model, proposing a shift from royalty-based concessions to a shareholding system that would grant the state direct equity participation in mining operations.</p>
<p><strong>Liberia's Royalty vs What Bea Mountain Exports</strong></p>
<p>Multiple sources have revealed that Liberia receives a 3% royalty on gold and diamond production from the Bea Mountain mining concession (New Liberty Gold Mine), a rate often criticized as low compared to regional peers. Critics have pointed to annual gold exports of roughly USD $1.6 billion. This royalty is part of an amended Mineral Development Agreement (MDA) that includes 5% free equity for the state. </p>

<p>These figures underscore the pressing need for robust policies, effective community engagement, and survivor-centered interventions.</p>
<p>As the crisis escalates, gender advocates and government officials are raising their voices and calling for urgent action. Among them is Tenneh S. Johnson, the Gender-Based Violence Coordinator at the Ministry of Justice, who acknowledges that while awareness has improved, many survivors still struggle to access justice and support.</p>
<p><em>“More people are aware of GBV, which is why we see more cases being reported. However, we still face challenges, especially in rural areas where many incidents go unreported,” </em>Johnson said in an exclusive interview.</p>
<p>Liberia has also seen a surge in intimate partner violence, child abuse, and other forms of SGBV, with domestic violence now ranking as the second most common form of abuse after rape.</p>

<p class="p2">Sources claim the Government of Liberia had deposited about US$1 million into the LAA account to pay the contractor. However, Hughes allegedly held on to the payment and demanded his percentage before the funds could be released.<br><span class="s1"></span></p>
<p class="p2">One source familiar with the situation alleged that the LAA Managing Director contacted the company’s Head for Africa and requested the payment before approving the contractor’s settlement.<br><span class="s1"></span></p>
<p class="p2">The matter reportedly drew the attention of the LAA Board of Directors, which held discussions on the issue earlier this week. According to sources, the board decided Tuesday to suspend Hughes, while the case was forwarded to the Ministry of Justice for investigation.<br><span class="s1"></span></p>

<p><span>The operation, carried out by the Ministry’s Rivercess County Office in collaboration with state security officers and local authorities, came after weeks of surveillance and mounting concerns about the environmental damage and potential structural danger posed by dredging activities along the Cestos River.</span></p>
<p><span>Officials said the miners had repeatedly evaded earlier enforcement attempts by fleeing the area in speedboats whenever security teams approached the mining site.</span><span></span></p>
<p><span>According to Moses Kollie, Mining Agent for the Yarnee Mining District and a professional mining engineer, the illegal dredging operations had begun posing a serious threat to public safety, particularly for motorists and commuters who depend on the Cestos River Bridge.</span><span></span></p>
<p><span>“<strong><em>For some time now, these dredgers have been threatening the safety of commuters accessing the Cestos River Bridge,” Kollie said. “Whenever enforcement teams attempted to reach the site, the operators would escape using speedboats.”</em></strong></span></p>

<p>The Assistant Commissioner of Police and Nimba County Commander, Mendin Larmie, announced the arrest on Monday, February 2, 2026, saying it followed multiple complaints, accusing the suspect of "hijacking and making away with bikes, Kekehs, as well as personal belongings of cyclists".</p>

<p>ACP Larmie said the suspect had long been accused of using weapons to threaten riders before fleeing with their cycles, mobile phones, and cash.</p>

<p>Police revealed that items believed to be connected to the robberies were recovered during the arrest of the suspect, including a locally made "firearm" and other materials now being held as evidence.</p>

<p>The Nimba County Police Commander, Mendin Larmie, noted that several alleged victims had previously decried the fear over their lives regarding threats they face on traffic prior to the individual's arrest.</p>
<p>“He is one of the individuals responsible for terrorizing motorcyclists in Ganta and its surrounding areas,” the police commander noted.</p>
<p>He said the arrest was successful based on sustained intelligence gathering, community cooperation, and coordinated patrols by officers assigned in areas that have recorded reports of the alleged robbery act.</p>

<p>Meanwhile, the Nimba County Police detachment has assured residents that law enforcement remains resolute in combating crimes and restoring confidence across the county.</p>

<p>Speaking at a major press conference in Monrovia on Tuesday, January 13, 2026, LPP National Chairman Yanqui Zaza said the unresolved deaths of Gifty Lamah, Albert Peters, George Fanbutu, and Emmanuel Barten Nyeswua remain a disturbing symbol of institutional failure and political unwillingness to confront impunity.</p>

<p>The Weighbridge project is under construction by the Ministry of Transport through the National Road Fund. The Weighbridge aims to track overloaded vehicles and design mechanisms to prevent road damage.</p>

<p>The court's stay order on the project followed documents presented by residents, which indicated that the project site lies in a protected wetland within the city.</p>
<p></p>
<p>In addition to the environmental safety concerns, residents noted that alleged backfilling of the site was already underway and that natural waterways were blocked, raising fears about flooding and long-term erosion.</p>
<p></p>
<p>“This project is being constructed on a wetland, and the continued backfilling poses serious environmental risks to surrounding communities,” one of the petitioners told the court during the hearing.</p>
<p></p>
<p>Officials of the Ministry of Transport have consistently argued that the facility would help curb overloading by trucks, a major contributor to road deterioration and traffic accidents, with the environmental risks considered.</p>

<p>The Weighbridge project site in Careysburg has also become a subject of heated land ownership claims. The Sims family in the area formally petitioned the court, claiming legal ownership of a parcel of the designated land for the project.</p>

<p>“This land has never been lawfully acquired by the city or the Ministry of Transport,” a representative of the Sims family told the court. “Any development taking place there is being done without our consent.”</p>
<p></p>
<p>Court filings further revealed that parts of the same property were previously sold to another family, deepening the conflicts over ownership claims and casting doubt on how the land was made available for public use.</p>
<p></p>
<p>Meanwhile, during the proceedings, Careysburg City Mayor Edwin Urey was summoned to appear before the court to provide insights on the land disputes surrounding the project site.</p>
<p></p>
<p>Speaking to judicial reporters after his appearance quite recently, Mayor Urey stated: “We are not happy with the stay order, but we respect the rule of law. As city authorities, we acted in what we believed was the best interest of development, road safety, and the economic well-being of our people.”</p>

<p>He further clarified that the city's cooperation with the project is not intended to violate any environmental or land regulations".</p>

<p>“At no point did the city set out to break the law or damage the environment,” he added. “We will fully cooperate with the court and all relevant agencies as investigations continue," Mayor Edwin Urey said.</p>

<p class="p1"><span class="s1">Prophet Key’s alleged accusations come as authorities launch a full-scale investigation into the late-night inferno that occurred around 11:00 p.m. on Friday, leaving at least four people feared dead.</span></p>
<p class="p1"><span class="s1">In a strongly worded Facebook post, Prophet Key allegedly wrote</span></p>

<p class="p1"><span class="s1">He further allegedly claimed that a family member of the deceased contacted him, urging the Liberia National Police (LNP) to question the lawmaker, suggesting the blaze may not have been accidental.</span></p>

<p class="p1"><span class="s1">According to eyewitnesses, the fire allegedly erupted suddenly at the home of Mrs. Garnett. Residents, assisted by the Liberia Fire Service (LFS), attempted desperately to put out the flames, but the fire spread rapidly, trapping the occupants inside.</span></p>
<p class="p1"><span class="s1">Community members later confirmed that Mrs. Garnett’s body was found in the wreckage alongside three others whose identities have not yet been released.</span></p>

<content:encoded><![CDATA[<p class="p1"><span class="s1"><strong>Paynesville</strong>, <strong>Redlight</strong> Two separate court-ordered evictions in Paynesville and the Barclay Mission community erupted into violence on Thursday November 13, 2015 leaving residents stunned, several structures damaged, and more than twenty people in police custody. The Liberia National Police (LNP) has since restored calm as investigations continue into both incidents.</span></p>
<p class="p2">Early Thursday, police moved into the Red Light parker Paint Community to enforce a Civil Law Court “B” eviction order involving a disputed property reportedly claimed by a man identified as Keita. The property includes several stores and the Red Light Central Mosque.<br><span class="s1"></span></p>

<p class="p2">What began as a routine enforcement quickly escalated. Occupants resisting the order hurled stones and petrol bombs at court officers and police. Some were seen on rooftops brandishing cutlasses, attempting to push back security forces.<br><span class="s1"></span></p>
<p class="p2">One petrol bomb was thrown toward the EcoBank branch in Red Light, triggering panic among customers. Quick action from the bank’s security personnel and the Liberia National Fire Service (LNFS) prevented a larger disaster.<br><span class="s1"></span></p>
<p class="p2">Police reinforcements fired tear gas to disperse the crowd. Eight individualsamong them the Imam of the Red Light Central Mosque were arrested for allegedly leading or participating in the resistance. At least one store briefly caught fire but was swiftly extinguished.<br><span class="s1"></span></p>
<p class="p2">The LNP has since increased its presence in the area to maintain order as the land dispute continues to be investigated.<br><span class="s1"></span></p>
<p class="p2">A separate and more intense confrontation unfolded at dawn in the Barclay Mission community, where police attempted for the third time to enforce a Supreme Court mandate removing the Kamara family from a disputed property.<br><span class="s1"></span></p>
<p class="p2">The eviction operation, backed by sheriffs and reinforced by armed officers, met fierce resistance. Residents and supporters of the Kamara family launched stones and petrol bombs at police, who responded with multiple rounds of tear gas. Clouds of smoke, burned debris and scattered belongings littered the streets after hours of clashes.<br><span class="s1"></span></p>
<p class="p2">“What happened here is madness,” said Isaac Johnson, a resident who fled as tear gas swept through the area. “People were throwing petrol bombs at the police like they’re above the law.”<br><span class="s1"></span></p>
<p class="p2">Others blamed the justice system, questioning the legitimacy of the ruling.<br><span class="s1"></span></p>
<p class="p1"><span class="s1">“The court ruled without proper survey,” argued community member Makenneh Kroma. “If that’s true, the family had every reason to be frustrated.”</span></p>
<p class="p2">The confrontation divided onlookers, with some defending law enforcement and others accusing the judiciary of bias.<br><span class="s1"></span></p>
<p class="p1"><span class="s1">“<strong><em>Liberia is becoming lawless because people don’t trust the system anymore,” one resident said. “Justice depends on who has power.</em></strong>”</span></p>
<p class="p2">Police eventually overpowered the resistance, securing the compound and allowing sheriffs to complete the eviction. Fourteen people were arrested and remain in custody.<br><span class="s1"></span></p>
<p class="p2">Thursday’s violence stems from an August 14, 2025 Supreme Court ruling in an ejectment case filed by Batune Keita represented by his son, Mohammed Tanja Keita against Mamade M. Kamara and others.<br><span class="s2"></span></p>
<p class="p2"><span class="s1"></span></p>
<p class="p2">The Keita family argues that they legally purchased one acre of land in 1989 from Charles S.B. Watkins, and that the Kamaras illegally occupied two lots and collected rent from businesses on the property.<br><span class="s1"></span></p>
<p class="p2">The Court ruled in the Keita family’s favor and ordered sheriffs to place them in possession of the land “using the metes and bounds of their deed.”<br><span class="s1"></span></p>
<p class="p2">But the Kamara family rejects the ruling as “erroneous” and claims the government survey referenced in the judgment was done without their participation. According to family member Yussif Kamara, the deed the Court cited corresponds to land in Omega, not Red Light.<br><span class="s1"></span></p>
<p class="p2">The Barclay Mission community remains split over the eviction.<br><span class="s2"></span></p>
<p class="p2"><span class="s1"></span></p>
<p class="p1"><span class="s1">“<strong><em>The law is the law. You can’t defy the Supreme Court,” </em></strong>said resident Jackson Donzo.</span></p>
<p class="p1"><span class="s1">Others, however, believe the case highlights deeper cracks within Liberia’s justice system.</span></p>
<p class="p1"><span class="s1">“<strong><em>When courts take sides, people lose faith in justice,</em></strong>” another resident said.</span></p>

<content:encoded><![CDATA[<p><span><strong>Kparblee</strong> <strong>Town</strong>, <strong>Nimba</strong> <strong>County</strong>: Fear has taken over parts of Kparblee after a series of violent attacks in the forest left four Burkinabe migrants dead and several others injured.</span></p>
<p>According to a FrontPage Africa report, the Burkinabe, who came from Ivory Coast into Liberia to farm cocoa, have been working with local landowners for years. Many Liberians in Nimba and Grand Gedeh Counties gave them land to plant cocoa, which helped make the area one of the top cocoa-producing regions in Liberia.<br><span></span></p>
<p>But in recent weeks, that peaceful relationship has been broken. Unknown men have attacked the Burkinabe farmers at night, burning their houses and belongings. Many victims were shot with single-barrel guns while they were sleeping.<br><span></span></p>
<p>During a visit to the affected areas, the reporter saw burnt homes, destroyed farmlands, and abandoned farms. Many Burkinabe families have now left the forests and are hiding in nearby towns like Zodru, Bah, and Doewoblee.<br><span></span></p>
<p>At Faith Medical Center in Kparblee Town, one Burkinabe man is being treated after being badly shot. The Officer-in-Charge, Physician Assistant James T. Flomo, said the violence is worrying and ongoing.<br><span></span></p>
<p>Local farmer Jefferson Bedell, also called “Kaka,” said he had given forest land to the Burkinabe to plant cocoa. “They’ve been working hard on my land, but now they are being attacked by unknown people,” he said sadly.<br><span></span></p>
<p><span>Another farmer, Jeff N. Gaylah, believes the attackers are not from Kparblee. “We’ve lived peacefully here with the Burkinabe,” he said.</span></p>
<p><span>Richard Y. Banto, Town Chief of Zodru, also expressed concern that the continued attacks could destroy peace and harm farming in the district.</span></p>
<p><span>Despite everything, the Burkinabe community continues to promote peace. They have built small churches in Kparblee and continue to live quietly.</span></p>
<p><span>Their youth chairman, Amed Sawadogo, said, “We are not here to cause problems. We just want to work, farm, and live peacefully with our Liberian brothers and sisters.”</span></p>
<p><span>For now, the forests around Kparblee remain tense as many wait for local authorities to act and bring safety back to the area.</span></p>]]> </content:encoded>
