President Boakai Declares Liberia as a Nation on the Path to Recovery

Capitol Hill Liberia: President Joseph N. Boakai declared that Liberia is on a path to recovery, highlighting his administration’s efforts in education, road infrastructure, agriculture, economic growth, and health. This address marked the culmination of 12 months in office under what he termed the “Rescue Government.”
Revitalizing Infrastructure: A Road to Unity
Road development emerged as a cornerstone of the President’s address. With only 1,600 kilometers of Liberia’s 13,000-kilometer road network paved, President Boakai outlined bold steps to improve connectivity. Key achievements include the reconditioning of major roadways within the first 100 days of the administration and the continuation of several critical projects.
Among the most notable projects is the Medina to Robertsport road, set to commence in March. Furthermore, the Sanniquellie to Logatuo road project is 85% complete, while the Saclepea to Tappita road is halfway to completion. Urban infrastructure in Monrovia has also seen significant upgrades, with expanded public spaces, drainage systems, and solar streetlights.
Agriculture and Food Security
President Boakai underscored his administration’s commitment to reducing Liberia’s reliance on imported rice. Over 4,000 hectares of rice were cultivated in 2024, with plans to double production in the coming year. Mechanization centers in five counties were also established to support farmers.
In addition to rice, efforts to expand cocoa cultivation have resulted in over 10,000 hectares planted. Investments in palm oil agribusiness are underway, with plans for a refinery to process palm and vegetable oils. These initiatives aim to transform Liberia into an agrarian powerhouse while combating food insecurity.
Economic Stability Amid Challenges
President Boakai acknowledged inheriting an economy marked by high inflation, unemployment, and fiscal instability. However, he announced that GDP growth had increased to 5.1% in 2024, with inflation reduced to 7.7%. Domestic revenue collection reached $695.3 million, marking a 12% increase from the previous year and the highest in Liberia’s history.
Notable economic reforms include the introduction of the Value-Added Tax (VAT) to replace the outdated Goods and Services Tax (GST) and investments in digital tax administration. The President assured citizens of a promising economic outlook, with projected growth rates of 5.8% in 2025.
Improved Health Services and Addressing Substance Abuse
Significant strides were made in Liberia’s health sector, with essential medicines distributed to all 15 counties. Maternal and child mortality rates have decreased, while vaccination rates rose to 73%. The President highlighted the ongoing construction of a $16 million National Clinical and Diagnostic Laboratory in Margibi County and plans for four regional diagnostic centers.
On the issue of substance abuse, President Boakai declared drug addiction a national health emergency. Efforts to rehabilitate at-risk youth are underway, including the establishment of a Neuropsychiatric Hospital in Bensonville, Montserrado County, and preconstruction of a diagnostic center in Gbalatuah, Bong County.
Commitment to Transparency and Unity
President Boakai concluded his address with a call for national unity and reconciliation. He urged the opposition to collaborate in fostering an inclusive government that prioritizes the next generation over the next election.
“We started this journey together with the faith that we can address our difficulties, course-correct, and set a path for a transformed future. After one year in office, we can confidently say that the state of our nation is better than when we began,” he stated.
