BREAKING: Koon Rejects Supreme Court Ruling Reinstating J. Fonati Koffa as Speaker

Controversial Speaker of the House of Representatives, Hon. Richard Nagbe Koon, Sr., has forcefully rejected today’s Supreme Court ruling which reinstated Hon. J. Fonati Koffa as Speaker of the House.

In an official statement released by the House Leadership, Speaker Koon denounced the Court’s decision as “an atrocious and audacious violation of the Separation of Powers doctrine,” and vowed that the House would not recognize or implement the judgment.

The Leadership of the House of Representatives rejects in the strongest terms the Judgment of the Supreme Court,” the statement reads, asserting that Koffa was lawfully removed by a resolution signed by 50 of the 73 lawmakers – exceeding the two-thirds threshold required by the Constitution and the House Rules.

The Court’s decision stems from a petition filed by former Speaker Koffa, challenging his ouster earlier this year on grounds of procedural irregularities. However, the current House leadership insists that Koffa was removed for “corruption, conflict of interest, and mismanagement,” and was afforded due process in line with precedent set in Snowe v. House of Representatives (2007).

Speaker Koon emphasized that no member of the House has moved to reconsider the resolution removing Koffa, and declared that the Supreme Court has no authority to overturn or expunge actions legally taken by Plenary.

Under no circumstance shall Plenary allow Hon. Koffa to preside over any Sitting or Meeting of the House,” the statement continued, reaffirming Koon’s legitimacy as Speaker, elected under Rule 10.1 of the House Rules following Koffa’s removal.

Despite the Court’s ruling, the House vowed to continue legislative functions uninterrupted, including implementation of the 2025 National Budget and other official acts.

The House leadership also signaled it is exploring all legal and political avenues to challenge the Court’s decision and defend what it calls “the sanctity and integrity” of the legislative branch.
