Liberia Launches New Visa on Arrival and Re-entry Permit System

Monrovia , Liberia: The Government of Liberia, in collaboration with the Liberia Immigration Service (LIS), has officially rolled out a new system for issuing Visa on Arrival and Re-entry Permits.

 Launched on March 11, 2025, this digital platform was developed through a partnership with the CETIS consortium and ZIP SOLUTIONS. It builds on the success of Liberia’s Work Permit Issuing System, which was introduced in 2022, and marks a pivotal step in the government’s broader effort to modernize and digitize public administration.

The system aims to simplify the entry process for tourists, business travelers, and investors arriving at Monrovia’s Roberts International Airport (RIA), with the goal of enhancing both tourism and business travel. This, in turn, is expected to support the country’s economic development.

 Acting Commissioner-General of the Liberia Immigration Service, Hon. Elijah F. Rufus, emphasized the importance of this initiative in Liberia’s digital transformation, stating, “This is an essential move toward modernization. By leveraging both local expertise and global experience, we’ve created a system that enhances border control, ensures security, and helps boost the economy.”

 Roman Žnidarič, Executive Director at CETIS, a Slovenia-based firm with over 200 years of experience in security printing and identity management, expressed his pride in the project. “We are honored to assist in Liberia’s development with this secure and transparent system, and we are committed to ensuring its continued success in the future,” said Žnidarič.

                      Streamlined Application Process: Simplifies visa applications, cuts down on wait times and paperwork, and enables remote application submissions.

                      Enhanced Border Security: Improves security and efficiency at Roberts International Airport.

                      Cost Efficiency: Reduces the fees for obtaining a Visa on Arrival, making it more affordable for travelers.

                      Diaspora Support: Facilitates easier visa processes for Liberians abroad, encouraging their return to the country.

                      Economic Impact: Eases travel for tourists and investors, fostering job creation and economic growth.

                      Robust Security Measures: Creates a reliable database for foreign nationals in Liberia, reinforcing national security.
