NTA’s Noah Zawu Gibson Summoned Over Interference in Land Dispute

Paynesville, Liberia: The Paynesville Magisterial Court has summoned Noah Zawu Gibson, Deputy Director for Operations at the National Transit Authority (NTA), for allegedly interfering with a court-ordered eviction and encouraging community resistance in a land dispute.
The court’s action follows a Civil Law Court ruling in favor of Joseph W. Bussie, who is reclaiming property in Jacob Town, Paynesville. Bussie’s lawyer, Henry Garmondeh, filed for enforcement after a previous judgment was confirmed.
Gibson is accused of menacing, disorderly conduct, and criminal coercion under Liberia’s Penal Code. Court papers say he entered the disputed land and publicly accused Bussie and his legal team of being “criminal land dealers,” including on ELBC Radio.
These actions reportedly caused fear, hurt reputations, and disrupted court enforcement. Tensions rose after the Civil Law Court, led by Judge Scheaplor R. Dunbar, rejected a motion from defendants who missed their chance to appeal.
The court later issued a Writ of Possession, ordering police to remove the occupants. Due to rising threats, police help was requested to enforce the order peacefully.
Gibson is accused of using his government role to support the occupants and block the court’s decision.
He must appear in court on Wednesday, May 28, 2025, at 9:00 a.m.
