Liberia Launches Fisheries College to Strengthen Marine Sector

Paynesville, Liberia: The Government of Liberia, through the National Fisheries and Aquaculture Authority (NaFAA) and with funding from the World Bank, has officially handed over the newly constructed Fisheries College and Regional Center of Excellence at the University of Liberia (UL). Developed under the Liberia Sustainable Management of Fisheries Project, the facility is expected to play a critical role in strengthening fisheries governance, research, and education.

Speaking at the handover ceremony, NaFAA’s Acting Director General, J. Cyrus Saygba, emphasized the college’s importance in shaping the future of Liberia’s fisheries sector. He described the institution as a hub for academic excellence and sustainable fisheries management, designed to equip students with essential industry skills.

“This college will provide the next generation of fisheries professionals with the knowledge and tools necessary to drive the sector forward. We remain committed to enhancing Liberia’s fisheries governance, strengthening monitoring and surveillance, and promoting value addition technologies to maximize economic benefits,” Saygba stated.

On behalf of President Joseph Boakai Sr., Saygba extended gratitude to the World Bank for its investment in Liberia’s fisheries sector, noting that the initiative would leave a lasting impact on the economy and the livelihoods of many Liberians.

speaking further the nafaa boss disclosed ongoing and upcoming development at the institution to include The anticipated arrival of a semi-industrial fiberglass boat in mid-April, along with 15 crew boats and 820 fiberglass canoes currently being assembled.

Major reconstruction efforts at the Buchanan Fishing Pier and improvements at the Robertsport Special Learning Site to enhance fisheries infrastructure.

The launch of the Fisheries Management Information System (FMIS), a digital platform streamlining licensing, credit issuance, authorizations, and certifications. The system integrates online and mobile money payments, reducing revenue leakages and improving efficiency.

The introduction of the NaFAA Open House to increase public engagement and the reintroduction of the Fisheries Hour on radio stations to ensure transparent communication on sector developments.

In a significant step toward practical learning, Saygba announced secured funding for the construction of fish ponds at the Fisheries College. NaFAA will provide technical expertise for these facilities, ensuring students gain hands-on experience in aquaculture.

Receiving the new facility at UL’s Fendall Campus, University President Prof. Dr. Layli Maparyan praised the initiative’s role in advancing fisheries education and research. She underscored the institution’s commitment to training future fisheries professionals, scientists, and policymakers.

“This facility will serve as a beacon of knowledge, training future generations of fisheries professionals who will drive the sustainable development of Liberia’s vast marine resources,” Dr. Maparyan said. “We recognize the importance of the blue economy and pledge to provide world-class education and research that will contribute meaningfully to the livelihoods of our fishing communities and the broader economy.”

Dr. Maparyan also acknowledged the efforts of key partners, including the Government of Liberia, the World Bank, and former NaFAA Director General Madam Emma Metieh Glassco, whose leadership spearheaded the project. She commended Hon. J. Cyrus Segbe Sr., the current NaFAA Director General, for his continued commitment to the initiative.

She urged faculty, students, and researchers to seize the opportunity presented by the Fisheries College to generate knowledge, develop sustainable policies, and foster regional collaboration in fisheries management.

As Liberia expands its fisheries education, UL’s Fisheries and Aquaculture Science Program (FASP) has seen a sharp rise in enrollment, growing from 109 students in 2023 to over 223 in 2024. The program, launched in collaboration with NaFAA and the World Bank, aims to develop skilled professionals for Liberia’s fisheries sector.

A. Slewion Jueseah, Chairman of the Department of Fisheries and Aquatic Sciences (DoFAS), emphasized FASP’s role in addressing food security, resource conservation, and sustainable fisheries management. The program offers a four-year Bachelor of Science degree with three specialization pathways: Fisheries Management & Administration, Fish Farming/Aquaculture, Fish Processing & Marketing

Despite progress, FASP faces challenges such as the lack of a fully equipped fisheries laboratory and aquaculture demonstration sites. Jueseah called for increased funding to support faculty research and fully operationalize the Fisheries Regional Center of Excellence (ReCEFIG). However, he remained optimistic, citing strong partnerships with NaFAA, the World Bank, the European Union, FAO, Duke University, and various NGOs.

“With continued investment, we can establish state-of-the-art research facilities and expand training programs to strengthen Liberia’s fisheries and aquaculture sector,” Jueseah stated.

The commissioning of the Fisheries College and the expansion of fisheries education mark a significant step in modernizing Liberia’s fisheries industry, fostering economic growth, and ensuring long-term food security. As Liberia works toward sustainable fisheries management, FASP and its new facilities are set to play a crucial role in shaping the sector’s future.
