NBC’s Bilclintos Kamara Faces Allegations of Impersonation and Abuse of Power”

The National Bureau of Concessions (NBC) Workers Association has raised a serious alarm over a series of illegal actions, power abuse, and ethical violations allegedly perpetrated by Mr. Bilclintos Kamara, the Deputy Director General for Administration (DDGA). Since his appointment in March 2024, Mr. Kamara has been accused of undermining the stability and governance of the NBC, engaging in unlawful activities that call into question his integrity and professionalism.
Impersonation of the Acting Director General
Mr. Kamara allegedly took the unlawful step of writing to multiple government agencies impersonating as the Acting Director General. Despite the presence of the appointed Director General, Atty. Edwin N. Dennis, Mr. Kamara reportedly asked that all official communications be directed to him, undermining the leadership at the NBC. His actions continued after the official appointment of Hon. JSB Theodore Momo as Acting Director General in August 2024. This misconduct is under investigation, with formal complaints expected to be filed against him.
In what appears to be an abuse of authority, Mr. Kamara allegedly dismissed Mr. Korvah M. Jorgbor, the Assistant Director for Human Resources, without proper approval from the Director General or the Civil Service Agency (CSA). This action is currently under review by the CSA.
Refusal to Cooperate with Audits
Mr. Kamara has reportedly refused to comply with multiple audits commissioned by the Director General, instead opting to attack the reputations of those conducting the audits. His efforts to disrupt the work of the NBC have raised concerns among employees and stakeholders.
Unauthorized Warning Letters (January 3, 2025):
Acting beyond his jurisdiction, Mr. Kamara allegedly issued warning letters to several employees without the approval of the Director General, an action which further contributes to an already strained environment within the NBC.
Attempted Removal of Legal Assistant (February 13, 2025):
Mr. Kamara also reportedly attempted to remove Atty. Saeid Taege, the Director for Legal Affairs, from the NBC payroll without proper authority, raising concerns over his conduct.
Illegal Recruitment Practices (Ongoing):
During the tenure of former Director General Atty. Edwin Dennis, Mr. Kamara allegedly prepared and processed illegal employment letters for individuals, some of whom were reportedly connected to his political campaign in District 12. These questionable hires, alongside unapproved salary adjustments, have raised alarms about favoritism and corruption.
Interference in Departmental Operations (March 4, 2025):
Mr. Kamara reportedly overstepped his bounds by appointing Officer Thomas Lavaleh to head the NBC Security Department, bypassing the authority of the Director General.
Creation of Unauthorized Positions (March 20, 2025):
In a clear violation of the NBC Act, Mr. Kamara unilaterally created a new position for himself, further complicating the governance structure at the Bureau and adding to concerns over his ongoing misconduct.
Defiance of Director General’s Authority (March 28, 2025):
Mr. Kamara is accused of disregarding the authority of the Director General by issuing a counter-memo outlining his own approach to handling financial matters, in a move described as a deliberate act of defiance.
The NBC Workers Association has strongly condemned Mr. Kamara’s actions, calling for an immediate suspension and investigation into his misconduct. They demand a full audit of all personnel actions and salary adjustments, along with the reinstatement of any employees wrongfully dismissed.
In a separate press statement, Mr. Kamara has expressed concerns about what he claims to be “disrespect” directed at him by certain civil servants, including accusations of undermining his authority. He referred to a protest organized by individuals claiming to represent the workers union as a direct attack on his leadership.
However, these public statements have done little to quell growing concerns within the NBC about Mr. Kamara’s leadership and governance. As the situation continues to unfold, the pressure is mounting on the relevant authorities to take swift action and address the allegations of corruption, power abuse, and unethical conduct within the Bureau.
