Embattle Speaker Koffa, Bility, Three Others Face Expulsion for Absenteeism

Capitol Hill Monrovia, Liberia: Plenary has moved to enforce disciplinary actions against five lawmakers, including Former Speaker Cllr. Fonati Koffa and Rule of Law Caucus Chair Musa Hassan Bility, for repeated absenteeism.

The lawmakers, who have missed multiple sessions without proper excuses, risk suspension or expulsion under Rule 48.7 of the House’s Standing Rules. This provision allows for oral or written warnings, suspension with salary deductions, or outright removal for continued violations.

Bong County District 2 Representative James Kolleh raised the issue, citing concerns over lawmakers receiving full salaries and benefits despite neglecting their legislative duties. Margibi County District 2 Representative Ivar Jones filed a motion to invoke disciplinary measures if the absent members fail to appear by Thursday, February 20, 2025.

The affected lawmakers include:

Cllr. Fonati Koffa (Grand Kru County District 2) - 8 session days absent

Musa Hassan Bility (Nimba County District 7) - 6 session days absent, 2 days present

Taa Wongbe (Nimba County District 9) - 8 session days absent

Roland Opee Cooper (Margibi County District 1) -  6 session days absent, 2 days present

Luther S. Collins (Gbarpolu County District 2) - 5 session days absent, 3 days present

Meanwhile, Plenary has instructed Chief Clerk Mildred Sayon to notify the lawmakers, warning them of the potential consequences. If they fail to appear by Thursday, plenary will enforce Rule 48.7, which could result in their suspension or expulsion.
