President Boakai Unveils Bold Development Plan for a Prosperous Future

Monrovia, Liberia –President Joseph Nyuma Boakai Liberia has officially launched the ARREST Agenda for Inclusive Development (AAID), the fourth post-conflict National Development Plan, alongside the 15 County Development Agendas (CDA). This new initiative aims to propel Liberia toward a brighter future, underscored by the country’s Vision 2030 and the shared aspiration for a more inclusive, sustainable, and prosperous nation.
Addressing a gathering of government officials, development partners, and key stakeholders, President Boakai underscored the importance of the AAID not only as a comprehensive blueprint but also as a commitment to transforming Liberia’s economy and society. The AAID seeks to elevate the country from its current challenges, positioning it as a lower-middle-income nation in the coming years.
“Our nation is rich in resources, yet we face significant challenges such as high unemployment, low literacy rates, and inadequate infrastructure. The AAID provides the roadmap to overcome these hurdles,” said President Weah. “This plan is not just a strategy but a call to action for every Liberian to play a role in our collective development.”

The AAID draws on lessons from previous initiatives, including the Poverty Reduction Strategy and the Pro-Poor Agenda for Prosperity and Development, while introducing innovative solutions that focus on inclusiveness, sustainability, and good governance. It sets ambitious targets aimed at addressing multidimensional poverty and improving essential sectors like education, healthcare, and infrastructure.
Key to the success of the AAID is a shift in mindset, with a focus on leveraging Liberia’s demographic dividend, particularly its young and dynamic population. The plan also recognizes the need to tackle pervasive issues such as corruption, inequality, and limited access to basic services, all of which have stymied progress in the past.
The AAID also emphasizes the importance of digital transformation, peace and reconciliation, and the creation of opportunities for all Liberians. President Weah highlighted the need for a collective effort in order to revitalize the economy, enhance governance, and ensure that the voices of marginalized groups, including women and youth, are heard.
“This is a moment of hope for Liberia,” the President continued. “We have the resources, the potential, and the resolve to rise. But we must act now, and we must act together.”
The plan has been shaped through extensive consultations across all 136 administrative districts and 15 counties, reflecting the aspirations of farmers, entrepreneurs, youth, diaspora members, and individuals with disabilities. It aligns with global frameworks such as the Sustainable Development Goals, Africa’s Agenda 2063, and ECOWAS Vision 2050 to ensure that Liberia’s development is both holistic and sustainable.
A key feature of the AAID is its implementation framework, which will be led by a National Steering Committee and supported by the UN country team. Monitoring and evaluation will be central to ensuring that resources are effectively utilized, with a strong focus on accountability and transparency.
“Success will require unwavering commitment and cooperation from all sectors of society,” said President Weah. “Our development partners, government institutions, civil society, and the private sector must align their efforts with the goals of the AAID and CDAs.”
As Liberia enters the implementation phase of the AAID, the President emphasized that the development agenda is dynamic and will evolve to meet emerging needs and opportunities. He called on all Liberians and their partners to stay committed to the shared vision of a transformed, prosperous Liberia.
“Together, we can turn the AAID into a reality. Let us move forward with hope, purpose, and the belief that Liberia’s best days are ahead.”
President Boakai urged all Liberians to embrace the journey ahead with unity and resolve, emphasizing the importance of national pride: “Think Liberia, Love Liberia, and Build a Great Liberia.”
The launch of the AAID marks the beginning of an ambitious new chapter for Liberia, one that seeks to address its challenges while unlocking the country’s vast potential for growth and development.
