Social Media Misconduct Results in Dismissal of MCC Employees
Three employees of the Monrovia City Corporation (MCC) have been dismissed for consistently and deliberately insulting President Joseph Boakai on their social media accounts. According to the MCC, this behavior is a severe breach of the employees’ statutory duties and ethical responsibilities.
The dismissed employees are Boye Kokoi, a Revenue Agent; Alpha Gray, a Public Relations Officer; and Richard Singbeh, a Procurement Assistant. A dismissal letter, signed by Mayor John Siaffa on Tuesday, August 13, 2024, explained that this action is in line with Chapter 6, Section 6.2 of the Code of Conduct. This section requires that public officials and government employees use information from their official duties impartially and not misuse it.
The letter further accused the employees of intentionally insulting the president and other government officials, showing no regard for their positions, which led to the termination of their services.
Mayor Siaffa's decision has sparked controversy and criticism. Opponents argue that the dismissal contradicts the Code of Conduct, which Mayor Siaffa referenced to support his decision. They point to Chapter 12, Section 12.1 of the Code, which states that the Office of the Ombudsman is responsible for investigating complaints of legal breaches and working with institutional heads to determine an employee’s guilt or innocence.
This situation marks a pivotal moment in Liberia’s public sector, underscoring the importance of professional conduct and respectful communication on social media. The widespread debate highlights the challenges of balancing ethical obligations and free speech rights for government officials.
