MONROVIA, LIBERIA: As Liberia intensifies efforts to modernize and professionalize its tourism sector, the Liberia National Tourism Authority (LNTA) has opened a high-level recruitment drive for a Monitoring, Evaluation and Learning (MEL) Manager, a role expected to reshape how tourism data informs national planning, investment, and policy decisions.

The move signals a decisive shift toward evidence-based tourism governance, with the MEL Manager positioned at the heart of LNTA’s planning, research, and development agenda.

Based in Monrovia with regular field engagements across tourism zones and counties, the successful candidate will report directly to the Deputy Director General for Planning, Research and Development, while overseeing a multidisciplinary team of Tourism Statistics Officers, Data Analysts, Monitoring and Evaluation Specialists, and Research Assistants.

At the core of the role is the establishment of a National Tourism Statistics System (NTSS) aligned with UN World Tourism Organization (UNWTO) Tourism Satellite Account (TSA) standards. This system is expected to provide credible, real-time tourism data capable of guiding government policy, attracting private investment, and measuring tourism’s true contribution to Liberia’s economy.

Beyond system development, the MEL Manager will lead nationwide data collection and analysis on international arrivals, domestic tourism patterns, visitor spending, accommodation performance, and tourism-related employment. These insights will feed into key national publications, including Quarterly and Annual Tourism Statistical Bulletins, Tourism Economic Impact Reports, and Creative Economy Outlook Reports.

LNTA also expects the position to strengthen internal accountability and sector performance. The MEL Manager will design and implement an institutional performance monitoring framework, develop sector-wide indicators tied to the Liberia Tourism Master Plan, and evaluate both public and private sector interventions, including LNTA-led capacity-building programs.

Learning and knowledge management form another pillar of the role. The successful candidate will champion a culture of continuous learning within LNTA by organizing an Annual Tourism Research and Learning Forum, facilitating stakeholder learning sessions, and building staff capacity in data literacy and results-based reporting.

To qualify, applicants must hold a Master’s degree in Statistics or a related discipline, with a minimum of five years’ professional experience, including extensive exposure to research and project development. Strong expertise in data analysis, results-based management, economic impact assessment, and multi-stakeholder coordination is essential.

Performance will be measured against clear outcomes, including the accuracy and timeliness of tourism data, effective rollout of the monitoring and evaluation framework, demonstrable influence of data on decision-making, and the quality of tourism trend and economic impact analyses produced.
