“This manual is a critical tool for ensuring transparency and accountability in all financial operations of the House,” said Prince Koinah, Representative of Bong County District #1, who presented the report to plenary following a validation workshop conducted by the House Internal Audit Department.
Koinah explained that the manual provides clear operational guidelines for auditing procedures, strengthening internal oversight, and ensuring compliance with national public financial management laws. “Every resource must be accounted for, and this framework ensures we uphold the highest standards of integrity,” he said.
He emphasized that the manual was developed through a collaborative process involving technical experts and stakeholders, designed to address gaps in existing financial procedures. “The validation process allowed us to refine the document so that it meets both institutional needs and best practices,” Koinah added.
According to the report, full implementation of the manual will enhance the effectiveness of the Internal Audit Department, empowering it to monitor and enforce proper financial conduct across all House operations.
Lawmakers welcomed the move as a milestone for fiscal discipline, with many noting that it strengthens institutional credibility and public confidence in legislative financial management.
“This is about more than rules on paper—it is about creating a culture of accountability within the House,” Koinah remarked, highlighting the broader impact of the initiative on governance standards.
The endorsement now paves the way for the official launch of the Internal Audit Department, which will operationalize the manual and provide continuous oversight of financial practices within the Legislature.
Reaffirming its commitment to transparency, the House declared, “We are determined to uphold the highest standards of accountability in managing public resources, and this manual is a cornerstone of that effort.”
