Gambia Turns to Liberia for Revenue Dashboard Expertise

ACCRA, GHANA — The Liberia Revenue Authority (LRA) is set to provide technical assistance to the Gambia Revenue Authority (GRA) in developing a digital dashboard designed to improve the monitoring and reporting of government revenue.

The initiative follows the signing of a Memorandum of Engagement between LRA Commissioner General James Dorbor Jallah and his Gambian counterpart, Commissioner General Yankuba Darboe, in Accra, Ghana.

The agreement was signed on the sidelines of the 8th West African Tax Administration Forum (WATAF) High-Level Policy Dialogue and 23rd General Assembly after the GRA requested Liberia’s assistance in developing its revenue collection dashboard.

Under the agreement, the LRA will work with the GRA to assess existing revenue data, legacy systems and management information needs before developing a functional dashboard prototype.

The support will include identifying key revenue performance indicators, designing the dashboard architecture and data structures, developing the prototype, integrating relevant systems and sharing technical knowledge.

The LRA will also train GRA personnel to operate, maintain and further develop the system after the technical engagement ends.

According to the agreement, measures will be put in place to protect the confidentiality and security of revenue information throughout the process.

The partnership draws on Liberia’s experience with its own online revenue dashboard, which provides updates on domestic revenue performance and supports the analysis and monitoring of revenue collection.

Speaking during the signing, LRA Commissioner General James Dorbor Jallah said the partnership demonstrates the value of African revenue authorities sharing practical solutions and expertise.

“Stronger collaboration among African revenue authorities creates a platform for exchanging homegrown innovations, technical expertise and practical experience to drive tax administration modernization and enhance domestic revenue mobilization,” Jallah said.

He reaffirmed Liberia’s willingness to share its experience and technical capacity with the Gambia while encouraging stronger institutional partnerships among revenue authorities across the continent.

GRA Commissioner General Yankuba Darboe thanked the LRA for the assistance, describing Liberia as a reliable partner in strengthening the Gambia’s tax administration.

Darboe also pointed to Liberia’s support in strengthening the Gambia’s post-clearance audit system, which he said has contributed significantly to improved revenue collection.

He said cooperation between African institutions allows countries to exchange homegrown solutions and expertise while addressing common challenges in tax administration.

Meanwhile, WATAF Executive Secretary Jules Tapsoba welcomed the agreement and called on revenue authorities across West Africa to expand strategic partnerships that can strengthen revenue administration and domestic resource mobilization.

The agreement is expected to provide the Gambia with access to Liberia’s experience in digital revenue monitoring while strengthening peer-to-peer technical cooperation among African tax administrations.
