LRA Commissioner General Joins Africa's Top Tax Leaders at ATAF Executive Leadership Forum in The Gambia
Monrovia, Liberia – Liberia Revenue Authority (LRA) Commissioner General James Dorbor Jallah is participating in the 7th Heads of Tax Administrations Master Class, a premier executive leadership program organized by the African Tax Administration Forum (ATAF) in partnership with the Gambia Revenue Authority (GRA) in Banjul, The Gambia.
The high-level gathering has brought together Commissioners General and Directors General from tax administrations across Africa under the theme, “Leading for Greatness: Shaping High-Performance Tax Administrations.” The forum serves as a platform for senior revenue leaders to exchange experiences, strengthen leadership capacity, and explore strategies for building agile, accountable, and results-driven tax institutions.
Recognized as ATAF’s flagship leadership initiative, the Master Class creates a unique environment for candid discussions, peer-to-peer learning, and collaborative problem-solving among the continent’s most senior tax executives. Participants are engaging in executive sessions and strategic dialogues focused on strengthening institutional leadership, improving organizational performance, and navigating the rapidly evolving landscape of tax administration.
This year's program places particular emphasis on developing leadership approaches that foster innovation, resilience, and long-term institutional success. Discussions are examining practical solutions for enhancing taxpayer services, accelerating digital transformation, improving revenue collection systems, and cultivating organizational cultures that support excellence and accountability.
The forum also offers an important opportunity for African tax leaders to share experiences, discuss emerging challenges, and identify collaborative approaches to strengthening domestic revenue mobilization across the continent.
Speaking on the significance of the engagement, Commissioner General Jallah emphasized the importance of leadership development in advancing effective and responsive tax administration.
“As tax administrations continue to evolve, strong leadership remains essential to driving institutional transformation and delivering better outcomes for taxpayers. This platform allows us to learn from our counterparts across Africa, share Liberia’s progress, and gain insights that will further strengthen our modernization efforts,” he said.
Commissioner General Jallah noted that lessons and best practices from the Master Class will reinforce the LRA’s ongoing reform agenda, including initiatives aimed at expanding digital services, improving operational performance, enhancing taxpayer experience, and supporting preparations for the introduction of Value Added Tax (VAT) on January 1, 2027.
ATAF remains the continent’s leading tax administration network, supporting revenue authorities through technical assistance, research, capacity development, leadership training, and regional cooperation designed to strengthen domestic resource mobilization.
The participation of Commissioner General Jallah reflects the Liberia Revenue Authority’s continued commitment to institutional excellence, innovation, and the adoption of global best practices that improve tax administration and contribute to national development.
