Liberia, Egypt Forge New Military Cooperation Framework

 Liberia and the Arab Republic of Egypt have formalized a new defense cooperation framework designed to expand military training, intelligence sharing, logistics support and professional exchanges between the two countries.

The agreement was signed Sunday, September 27, 2026, in Cairo, bringing Liberia and Egypt closer to a structured military partnership after years of security and diplomatic engagement.

Liberia’s Deputy Minister of Defense for Operations, Spencer G.N. Leeco, signed the protocol on behalf of the Liberian Government, while Egypt’s Assistant Minister of Defense for Foreign Relations, Major General Walaa Adel Bibers, signed for Egypt.

The protocol provides a framework for cooperation in several areas, including military education and training, intelligence and security, logistics services, the exchange of military professionals and technical expertise, and special forces operations.

It also provides for the creation of a Joint Committee with equal representation from both countries to oversee implementation. Each side is expected to appoint focal points to coordinate the committee’s activities following its first meeting.

For Liberia, the agreement is expected to create a more predictable system for accessing specialized military training and professional development opportunities.

Speaking at the signing ceremony, Deputy Minister Leeco said the agreement represents a move toward transforming existing security engagements between Liberia and Egypt into a more formal and sustainable defense relationship.

He described the signing as an important development in relations between the two countries and conveyed greetings from Liberia’s Acting Minister of National Defense, Cllr. Natu Oswald Tweh, and the Liberian people.

As part of efforts to strengthen coordination, the Liberian delegation also requested the appointment of an Egyptian Defense Attaché to the Egyptian Embassy in Monrovia.

The proposed appointment is expected to provide a direct channel for coordinating military cooperation and supporting implementation of the agreement.

Leeco also conveyed greetings from the Chief of Staff of the Armed Forces of Liberia, Major General Davidson F. Forleh, and expressed hope that General Forleh will undertake a future visit to Cairo to advance the implementation of the accord.

Major General Bibers, for his part, assured Liberia of Egypt’s support in strengthening the capacity of the Armed Forces of Liberia. He encouraged Liberia to explore more than 100 areas of military specialization in which Egypt could provide opportunities for training and professional development.

The agreement also carries a personal connection for Bibers, who previously served with the United Nations Mission in Liberia (UNMIL). In 2008, he worked as a military observer with UNMIL Team 3 in Kakata, Margibi County, before serving in 2009 as a staff officer at UNMIL Headquarters, where he worked in intelligence-related coordination.

The latest agreement therefore places the two countries’ military relationship within a formal framework, with implementation expected to focus on training, technical cooperation, intelligence, logistics and other areas identified by both governments.
