House Joint Committee Poised to Conduct Public Hearing on Production Sharing Contracts

CAPITOL HILL: The House of Representatives Joint Committee on Hydrocarbon; Judiciary, Contracts and Monopolies; and Investment and Concessions has announced that it will convene a Public Hearing on the nation’s Production Sharing Contracts (PSCs) on Wednesday, December 10, 2025, at 2:00 PM in the main Chamber of the Legislature.

 

The hearing is part of the Committee’s ongoing nationwide stakeholder engagement process aimed at strengthening transparency, accountability, and public participation in the governance of Liberia’s natural resources.

 

The hearing will bring together key institutions and sector experts to provide clarity and insights on existing PSCs and their implications for national development.

 

Representatives from the following entities including the Ministry of Finance and Development Planning (MFDP) Ministry of Justice (MoJ), National Oil Company of Liberia (NOCAL), Liberia Petroleum Regulatory Authority (LPRA) and the Liberia Revenue Authority (LRA) have been invited to participate and provide testimonies.

 

Their presentations are expected to address fiscal terms, legal compliance, regulatory oversight, and potential reforms within Liberia’s petroleum sector.

 

The Joint Committee is encouraging civil society organizations (CSOs), the media, industry professionals, and the general public to attend, observe, and contribute to the deliberations.

 

The Legislature emphasized that public involvement is essential to ensuring that decisions surrounding national resources reflect the will and interests of the Liberian people.

 

In its announcement, the Committee reaffirmed its commitment to rigorous oversight and a thorough review of all Production Sharing Contracts to ensure they fully align with Liberia’s legal frameworks and uphold the nation’s long-term economic interest.

 

The Committee noted that the upcoming hearing marks another significant step in strengthening governance within the extractive sector and enhancing public trust in legislative processes.
