Liberia Joins $12M EU Security Program, Elevating Freeport of Monrovia Across Nine Countries

MONROVIA, LIBERIA: The National Port Authority (NPA) has positioned Liberia at the forefront of regional maritime security after securing entry into the $12 million European Union–funded SCOPE Africa Post-Security Program, an initiative targeting strategic ports across nine African countries. 

The Freeport of Monrovia is now recognized among ten elite ports selected for the program, reflecting Liberia’s growing influence within the Port Management Association of West and Central Africa (PMAWCA) and its adherence to international security and operational standards.

NPA Deputy Managing Director for Administration Hon. James R. Benard described Liberia’s selection as a watershed moment, stating that the inclusion “confirms that the reforms transforming our ports are being recognized beyond our borders.” 

He emphasized that the program will provide advanced security systems, governance tools, and technical expertise crucial for aligning Liberia’s ports with global shipping benchmarks.

The SCOPE Africa program is designed to counter the continent’s most pressing maritime threats, including organized crime, port-linked terrorism, industrial hazards, and disruptions arising from climate change.

A central component of the program is human capital development. Structured training programs will engage port professionals, youth, and women, while fostering stronger coordination between port authorities and national governments. Regional platforms such as PMAWCA act as hubs for intelligence-sharing, policy alignment, and operational synchronization, enhancing collective security and resilience.

Liberia stands to benefit immediately through enhanced security audits, modern governance frameworks, specialized training, and collaboration with some of Africa’s most advanced ports.

Analysts predict that these interventions will significantly strengthen operational readiness and increase the Freeport of Monrovia’s credibility in international trade and shipping.

Strategically, Liberia’s participation bolsters its role under the African Continental Free Trade Area (AfCFTA), reducing trade risks, increasing competitiveness, and instilling confidence among global shipping partners. 

The program also complements ongoing continental initiatives, including SEACOP, GoGIN, SAFE SEAS, and EnMAR, reinforcing a coordinated approach to maritime security.

Regional maritime leaders have praised Liberia’s inclusion, citing the NPA’s commitment to transparency, safety, and professional excellence. 

The selection reflects growing international trust in Liberia’s port reforms and positions the Freeport of Monrovia as a key player in West and Central Africa’s maritime security network.
