Liberia Makes Bold Case for Category A at IMO Summit
London: Liberia has joined maritime nations from around the world for the 34th Session of the International Maritime Organization (IMO) Assembly, which opened on Monday, November 24, 2025, at the IMO Headquarters in London.
The Liberian delegation is headed by the Commissioner and CEO of the Liberia Maritime Authority, Cllr. Neto Zarzar Lighe Sr. The team includes the Chairman of the LIMA Board of Directors, Honorable Tornorlah Varpilah; Ambassador Christopher Hayes, Chair of the Liberia National Tourism Authority Board and Presidential Special Envoy on Tourism; along with Deputy Foreign Ministers Ibrahim Nyei and Jeddi Armah.
The high-level Assembly brings together all IMO member states to deliberate on global shipping, maritime safety, environmental protection, and the governance of the international maritime sector. Key agenda items include the approval of the IMO Work Programme and Budget for 2026–2027, the election of 40 members to the IMO Council, and the adoption of resolutions on maritime safety, port State control, and strengthened implementation of IMO regulations.
Speaking at the opening session, Commissioner Lighe reaffirmed Liberia’s commitment to global maritime standards and emphasized the country’s drive toward a safer, greener, and more efficient international shipping industry. He also highlighted Liberia’s bid for re-election to Category A of the IMO Council, noting that its continued presence in the highest decision-making group reflects Liberia’s influential role as one of the world’s leading maritime administrations.
Meanwhile, the Liberian delegation has been engaging with key stakeholders and attended a reception hosted by the Kenyan delegation, which appealed for Liberia’s support as Kenya seeks a Category C seat on the IMO Council. Elections are scheduled for Friday, November 28.
Liberia, already a Category A member, is seeking to maintain its status. The country’s representation has been applauded by maritime nations for its leadership in standards, compliance, documentation, and rule of law. Liberia will also host its final campaign event in London, with 150 delegates expected to attend, where it will showcase why it deserves re-election on Friday.
