Finance Ministry Introduces Bold Five-Year Plan to Reform Public Finance

Monrovia, Liberia: The Ministry of Finance and Development Planning (MFDP) has officially launched an ambitious five-year Strategic Plan (2026–2030) designed to reinforce fiscal discipline, modernize public financial management, and align government operations with Liberia’s long-term development priorities.

‎The comprehensive roadmap sets out a transformative agenda to improve how public resources are managed, monitored, and mobilized, while positioning Liberia for sustainable economic growth and stronger institutional performance.

‎At the heart of the Strategic Plan is a commitment to strengthening fiscal governance. The framework outlines concrete measures to:
‎Modernize public financial management systems
‎Enhance accountability and transparency standards
‎Improve debt sustainability and fiscal risk management
‎Expand domestic resource mobilization
‎Accelerate digital transformation across Ministries, Agencies, and Commissions (MACs)
‎These reforms are intended to improve efficiency in public spending, ensure prudent borrowing practices, and enhance oversight mechanisms across government institutions.

‎Delivering the keynote address, Finance and Development Planning Minister Augustine Kpehe Ngafuan emphasized that the Strategic Plan is not merely a policy document, but a practical framework for action.

‎“This plan provides a structured pathway to ensure that public resources are managed responsibly, transparently, and in full alignment with Liberia’s development aspirations,” the Minister noted.

‎He underscored that the strategy is designed to directly support the government’s ARREST Agenda for Inclusive Development, reinforcing the Ministry’s role as a central driver of economic transformation.

‎The Strategic Plan also prioritizes internal reforms aimed at strengthening the Ministry’s institutional capacity. Key initiatives include:
‎Reviewing and updating the Ministry’s enabling legislation to reflect evolving fiscal realities
‎Strengthening the Office of the Comptroller and Accountant General to enhance financial oversight and reporting
‎Conducting feasibility studies for the construction of a modern MFDP headquarters
‎These steps are intended to improve operational efficiency, boost staff capacity, and ensure the Ministry is equipped to meet emerging fiscal and economic challenges.

‎Broad Support from Legislature and Development Partners
‎The launch event drew strong endorsements from both national and international stakeholders.

‎Prince K. Moye pledged the Legislature’s support in advancing the legal and policy reforms necessary to implement the Strategic Plan, reaffirming the importance of collaboration between the Executive and Legislative branches.

‎Meanwhile, Christine N. Umutoni, United Nations Resident Coordinator in Liberia, highlighted the critical link between fiscal governance, transparency, and sustainable development.



‎She noted that sound public financial management is essential for attracting investment, strengthening development partnerships, and ensuring that resources are effectively channeled into priority sectors.

‎The 2026–2030 Strategic Plan aligns with Liberia’s broader national priorities, including investments in:
‎Infrastructure development
‎Energy expansion
‎Health system strengthening
‎Education improvement
‎By focusing on revenue growth, debt sustainability, and digital governance systems, the MFDP aims to create a stable macroeconomic environment capable of supporting inclusive growth and long-term national transformation.

‎Over the next five years, the Ministry’s success will be measured not only by policy reforms enacted, but by tangible improvements in fiscal transparency, service delivery efficiency, and economic resilience.

‎As Liberia charts its development path, the MFDP’s Strategic Plan signals a renewed commitment to responsible financial stewardship and a future anchored in accountability, innovation, and sustainable progress.
