The International Monetary Fund (IMF) has engaged the Liberia Revenue Authority (LRA) in a high-stakes discussion on strategies to enhance revenue reporting and fiscal transparency in Liberia. The high-level engagement, held on Wednesday, April 23, in Paynesville, centered on how revenue figures should be presented accurately and interpreted in clear charts to the public.

Monrovia, Liberia: The International Monetary Fund (IMF) has engaged the Liberia Revenue Authority (LRA) in a high-stakes discussion on strategies to enhance revenue reporting and fiscal transparency in Liberia.

The high-level engagement, held Wednesday, April 23, in Paynesville, centered on how revenue figures should be presented accurately and interpreted in clear charts to the public.

A key focus as part of the discussion highlighted measures to bridge the gap between projected revenues and actual collections reflected in Liberia’s consolidated financial statements.

Heading the IMF AFRITAC WEST 2 delegation, Ilyas Tufan, stressed that fiscal reporting appears unclear and doubtful without proper explanation of the figures.

He emphasized that well-structured, evidence-based narratives are critical to understanding why revenue outcomes differ from expectations.

According to him, such clarity allows policymakers to determine whether variations stem from policy decisions, administrative performance, or wider economic conditions.

Ilyas Tufan noted that these approaches help inform decision-making on national budgeting, especially with data-driven analysis about revenue fluctuations.

The IMF team said the engagement forms part of broader support to enhance transparency, accountability, and consistency within Liberia’s public financial management system.

The team furthered that the measures are key to building trust among stakeholders, including citizens and international development partners backing Liberia’s reform agenda.

"The discussions highlight the importance of aligning Liberia’s reporting practices with global standards", IMF delegation led by Ilyas Tufan, stated. 

Meanwhile, the Liberia Revenue Authority (LFA) Commissioner General, James Dorbor Jallah, hailed the engagement and reaffirmed the Authority’s commitment to improving accuracy and transparency in revenue reporting.

He pointed to ongoing modernization efforts within the LRA, including upgraded data systems and administrative improvements, as part of a broader strategy to strengthen domestic revenue mobilization and ensure more reliable fiscal data.

The engagement comes as Liberia continues to prioritize domestic resource mobilization as a cornerstone of its development agenda, with efficient revenue systems seen as vital to funding public services, infrastructure, and national growth.

The IMF/AFW2 mission further reflects the sustained partnership between Liberia and the IMF in advancing sound fiscal governance and promoting long-term economic stability.
