Labour Minister Under Fire: Lawmakers Demand Impact of Hike in Foreign Work Permit Fees
MONROVIA, LIBERIA: The House of Representatives has summoned Labor Minister, Cooper Kruah, to provide a comprehensive report on how the increase in foreign work permit fees has shifted employment opportunities for Liberian citizens.
The House's decision follows a communication from Montserrado County District #3 Representative Sumo Mulbah. Representative Mulbah questioned the impact of the policy, stating that despite its introduction, citizens still find it difficult to receive employment opportunities.
The Ministry of Labour in September 2025, announced an increase in regular foreign work permit fees from US$1,000 to US$3,000, with the core objective of ensuring that Liberians are prioritized in the Labour sector.
Representative Mulbah on Tuesday, February 17, in open session, contended that there has been no statistical report by the Ministry of Labour to demonstrate the impact of the policy on the labor market.
The Lawmaker wonders whether the policy has fallen short of its objective: "It is imperative that the people know whether this policy is delivering real opportunities for Liberians or simply enriching foreign investors. We cannot allow arbitrary policies to marginalize our workforce under the guise of economic reform".
He further that “Oversight is not optional; it is our duty to ensure that the Decent Work Act of 2015 is fully implemented and that workers’ rights are protected".
However, Labour Minister Cooper Kruah is expected to appear before Plenary on Tuesday, February 24, to present data-driven details of the policy’s outcomes.
This includes statistics on new employment opportunities created for Liberians, particularly in concession areas and major industries including Bea Mountain, ArcelorMittal, Firestone among others.
Labour advocates say the move underscores lawmakers’ commitment to hold government officials accountable, especially regarding policies that directly affect the livelihoods of Liberians.
