For Delayed Payment: House of Representatives Subpoena Gender Minister and CSA Director General
MONROVIA, LIBERIA: The House of Representatives has cited the Minister of Gender, Children and Social Protection, Gbeme Horace-Kollie, and the Director General of the Civil Service Agency (CSA), Josiah F. Joekai, to appear before its plenary on next Thursday, November 13, 2025, to explain the continued delay in placing Gender Coordinators of various counties on payroll.
The decision was reached following a formal communication from Lofa County Electoral District #4 Representative Gizzie Kollince, who alarmed over the plight of Gender Coordinators serving across Liberia without salaries or employment status.
Representatives Kollince informed the plenary that despite the critical roles these coordinators play in promoting gender equality, protecting children, and advancing social welfare programs at the county level, many have reportedly gone months and in some cases years without receiving compensation.
“These are frontline workers who serve as the link between the Ministry and local communities,” Representative Kollince noted, adding “Their continued exclusion from the payroll not only demotivates them but also weakens the implementation of key gender and child protection initiatives nationwide”.
Following deliberations, the plenary voted unanimously to summon both the Gender Minister and the CSA Director General to provide detailed explanations on the administrative and financial factors causing the delay.
Lawmakers stressed the need for accountability and timely action to ensure that government workers performing essential duties are fairly treated.
Legislative pundits say the House’s decision underscores its commitment to ensuring that all public servants, particularly those at the county and district levels, are adequately supported to deliver on the government’s development agenda.
