President Boakai Suspends LTA–TIA Contract Over Massive Fraud Scandal

Monrovia, Liberia: President Joseph Nyuma Boakai, Sr. has issued Executive Order No. 154, suspending the controversial contract between the Liberia Telecommunications Authority (LTA) and Telecom International Alliance (TIA) for telecommunication traffic monitoring services.

The President’s decision follows shocking audit findings from both the General Auditing Commission (GAC) and the Liberia Anti-Corruption Commission (LACC), exposing major procurement violations, irregularities, and evidence of fraud.

Investigations revealed that TIA was registered in Delaware, USA, just four days after receiving bid documents, and only incorporated in Liberia ten months after winning the contract. The contract—initially proposed for 35% revenue share—was mysteriously altered to grant TIA 49%, and later extended by 20 years without justification.

Citing these violations of the Public Procurement and Concessions Commission (PPCC) Act of 2010, President Boakai ordered the LTA to halt all activities under the contract immediately, while directing the Ministry of Justice to take full legal action under the Penal Code.

The President further instructed the LTA and PPCC to identify a qualified and compliant service provider to ensure continued telecom traffic monitoring in line with national security and transparency standards.

In reaffirming his administration’s stance on integrity, President Boakai declared:

The Government of Liberia will continue to take decisive actions to safeguard national resources and ensure that all public contracts serve the best interest of the Liberian people.

The Executive Mansion also announced plans to notify the Legislature to de-ratify any enactments linked to the now-suspended TIA contract, underscoring the President’s zero-tolerance policy on corruption.
